McCormick Taylor is seeking an Air Quality Specialist to support our growing organization. Ideally this position would report out of any of the following offices: Richmond (VA); Baltimore (MD); Harrisburg (PA); or Raleigh (NC). This job can be performed remotely. This will be a hybrid/remote role with occasional visits to project sites. This position requires the ability to perform field work, knowledge of modeling techniques and regulatory requirements, clear writing and oral communication skills, and interpersonal skills. The ideal candidate is an individual with a strong work ethic, a desire to learn, ambitious, and can manage projects.
Overview of Key Duties and Responsibilities:
- Identify client opportunities, scope project efforts, and write winning proposals.
- Lead air quality assessment, permitting, and monitoring projects, including data collection, analysis, and reporting.
- Conduct field site visits to inventory air pollutant emission sources and collect data necessary to quantify emissions and assess compliance with air quality permit terms and regulations.
- Conduct qualitative and quantitative air quality assessments and provide expert advice on air quality regulations and compliance.
- Develop and implement air quality management plans and strategies.
- Assist clients in obtaining air quality permits, including preparing permit applications, conducting emissions inventories, and ensuring compliance with regulatory requirements.
- Stay up to date with local, state, and federal air quality regulations, permitting requirements, and compliance standards.
- Provide technical guidance to clients and internal teams on air quality permitting, compliance strategies, and best practices.
- Collaborate with multidisciplinary teams and regulatory agencies to facilitate the permitting process and ensure regulatory compliance.
Job Requirements:
- Proven 5+ years of related professional technical experience.
- In-depth knowledge of air quality regulations, emission standards, permitting processes, and compliance requirements.
- Strong understanding of air quality permitting procedures, including the preparation of permit applications, emissions inventories, and compliance plans.
- Proficiency with air quality modeling software and tools (e.g., AERMOD, DANA Tool, EPA’s MOVES, CALPUFF, GIS applications).
- Proficiency with MicroStation, AutoCAD, and ArcGIS software is highly desirable.
- Detail-oriented, resourceful, and innovative .
- Excellent interpersonal, verbal, and written communication skills; ability to work effectively within a group, as well as independently.
- Ability to multi-task in a fast-paced environment, and to manage multiple projects, deadlines, and priorities.
- Valid driver's license and ability to travel.
Qualifications – Preferred:
- B.S. or M.S. in Environmental Science, Engineering, or a related field.
- Understanding of Air Quality Conformity requirements for MPOs/RPOs.
- Familiarity with CMAQ.
- Understanding of GHG requirements, especially those related to transportation.
- Experience with regulations under EPA’s PSD, Title V, NSPS and NESHAP programs.
- Knowledge of state and federal (FHWA/EPA) air quality policies and procedures for NC, SC, VA, FL, MD, DE, NJ, PA, for transportation projects.
