AVIAN is seeking a Journey Level Program Analyst to support PMA 234 Airborne Electronic Attack office in Patuxent River, Maryland.

• Provide Program Analyst support to an advanced research and development program Next Generation Jammer Mid Band (NGJ MB) Program Office for ACAT IC Major Defense Acquisition Program.
• Support development and reviews of Acquisition Strategies (AS), Acquisition Plans (APs) and Justifications for Approval (J&As).
• Responsible for evaluating and processing Program Executive Office (PEO) data calls/drills on program milestones, contracting actions, acquisition forecasting, and budget forecasting.
• Support the Mission Systems Integrated Product Team Leads (IPTL) and Lead Engineer with asset management, failure analysis, and test findings during developmental test for Milestone C Entrance Criteria and leading into Initial Operational Capability (IOC).
• Assess program procedures, practices, and documentation for compliance with specifications, statement of work, contracts, and mission requirements.
• Assist IPTLs with proposal fact finding, technical evaluations, and negotiations for System Demonstration Technology Articles (SDTA) modification to Engineering Manufacturing and Development (EMD) contract.
• Lead all Mission Systems IPT updates for manpower requirements including using Common Spend Plan Tool.
• Create integrated roadmaps of alongside the Mission Systems IPTL, encompassing a team’s unfunded list, and future advanced technology efforts through Title III and Office of Naval Research (ONR).
• Provides advice and guidance on Integrated Product Team (IPT) related matters, including, but not limited to: budget, scheduling, acquisition, contracts, and program analysis.
• Work with Business Financial Managers (BFMs) and IPTLs on program budget, obligations, and expenditures.
• Serve as liaison between IPTLs, System Leads, BFMs and Prime Contractors.
• Provide regular updates on the Mission Systems Products to PDPM, Level Is through in depth monthly/weekly program briefs, tracking spreadsheets and various reports.
• Prepare acquisition briefs, presentations, and documentation in support of Milestone C utilizing DoD 5000 series, acquisition policy, and life-cycle management.
• Tracks, analyzes, and reports contract progress including requirements, deliverables, contract modifications, milestones, status, and financials.
• Develops Standard Operating Procedures to increase efficiency for contract modifications, travel, and command staffing for across NGJ MB.
• Applies government-instituted process for documentation, change control management, and data management for over 400 CDRL and Data Accession List (DAL) Deliverables.

• A Bachelor’s degree from a fully accredited college or university and three (3) years of experience providing administrative, business, and financial support or (2) a high school diploma with at least at least ten (10) years of experience providing administrative, business, and financial support.
• Experience with government planning, forecasting, program budgeting, funding, execution monitoring and reporting against commitment, obligation, and expenditure benchmarks.
• Experience developing and executing complex programmatic tasks
• Must poses and be able to maintain a Secret Department of Defense security clearance.
• Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
• The salary range for this position is $75,000-$85,000
