The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The Riverside County Department of Animal Services has multiple opportunities for Animal Services Counselors to assist the Volunteer Services programs in Jurupa, San Jacinto, or Coachella. Location availability depends on current openings.
The Animal Services Counselor will support the Volunteer Services Program by overseeing basic animal intake and assisting with improving animal outcomes for the Department of Animal Services; coordinating spay/neutering of animals for outreach adoptions and transporting animals to outreach events; assist the animal foster program, manage volunteers, giving presentations, and assisting with preparing manuals. Other duties may include data entry, event planning, supervising volunteers, conducting tours, interviewing and training volunteers.
This position requires occasional overtime and availability on Saturdays for community events.
Competitive candidates will possess more than six months of community or volunteer organization experience, excellent customer services skills, and experience leading or managing a small group of volunteers or staff. Some experience using Chameleon software, Volgistics (volunteer management software), and/or performing data entry for a large organization is highly desired.
The Animal Services Counselor is a first professional level classification and reports to a supervising or manager level position. This class is characterized by the responsibility for coordinating the animal intake and improving animal outcomes of shelter animals and participating in the Animal Services Community Outreach & Education Division activities.

EXAMPLES OF ESSENTIAL DUTIES
• Participate in Animal Services Community Outreach & Education Division activities; answer questions concerning age, breed, characteristics, and care and treatment of animals; responsible for knowing which animals are available for adoption, return-to-owner, etc., and knowing the temperaments and personalities of these animals.
• Assist and counsel owners and members of the public in the admittance and surrender of animals through proper interviewing techniques and completion of necessary paperwork; obtain accurate information regarding animal temperament, living habits and training, medical conditions, behavior, age, breed, and any relevant information from the relinquishing party; assist owners with alternative options to surrendering an animal.
• Prepare reports, maintain records, and fill out forms concerning activities; assist with the training of new staff and/or volunteers.
• May be assigned to any shift and required to be available as needed.
• May be specifically assigned as an Adoption Partner Coordinator and act as point of contact for rescue groups (adoption partners), coordinating the adoption of shelter animals to adoption partners and developing/maintaining relationships with adoption partners, and other related activities as assigned.
• Participate regularly in community events or animal adoption events that frequently occur on weekends; coordinate spay/neutering of animals in anticipation of outreach activities.
• Act as a fully participating member of the Community Outreach and Education Division and of the Adoption Team and work collaboratively and supportively with the Animal Care Technicians.
MINIMUM QUALIFICATIONS
OPTION IExperience: Six months performing animal care duties in a public or non-profit animal control program.
OPTION IIExperience: One year of paid or voluntary experience in a veterinary office, animal grooming, animal board and kennel facility, or similar setting which included the care of animals.
OPTION IIIExperience: Two years of experience within a customer service environment.
ALL OPTIONSKnowledge of: Techniques and procedures for the safe, humane, and efficient handling of animals; laws and ordinances governing the licensing and treatment of animals; the symptoms of common animal diseases; common breeds of domestic animals and appropriate practices for their care and feeding.
Ability to: Establish and maintain effective and cooperative working relations with the public, adoption partners and other employees; handle animals humanely and safely; manage difficult to place animals; read and comprehend laws and regulations pertaining to animal control; clearly explain animal services to the public; exercise tact and good judgment in dealings with the public; recognize symptoms of rabies and other animal diseases; keep statistical records; lift and handle cats, dogs (including large breeds) and other animals.
Other requirements:
A valid California Driver's License.
The selected candidates may perform event set up, tear down, which may require moving EZ-Ups and Animal Services swag.
This position may require working in an environment with exposure to animal smells, dander, excrement, fluids and wounds

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
