Responsibilities What will I do in this position if hired? In this Archeologist position, you will serve as an archeologist providing technical assistance primarily for FEMA Public Assistance Grant Program projects and disaster recovery field operations. Typical assignments include: Providing cultural resource and historic preservation project compliance technical assistance to project stakeholders consistent with the National Historic Preservation Act and related statutes and regulations; and Completing and documenting project cultural resource impact determinations on diverse and simple to complex projects; and Consulting with State and Tribal Historic Preservation Officers per 36 CFR Part 800; and Developing and maintaining relationships with regional cultural resource and historic preservation stakeholders, especially Tribes; and Assisting with resolution of adverse effects to historic properties. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA. This position will be hired into a temporary 2 Year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval. This position has promotion potential to the IC-12. Promotions are dependent on your ability to perform the duties at a higher level, successful performance review displaying at least one year of experience at the lower grade, the continuing need for an employee assigned to the higher level, and management approval. To qualify for this Archeologist position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Interpreting and applying laws, regulations or executive orders regarding historic preservation, and Providing technical assistance and supporting consultations under Section 106 of the National Historic Preservation Act. OR Education 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR Combination of education and experience. To qualify for this Archeologist position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Interpreting and applying historic preservation laws, regulations or executive orders associated with federal funding actions, and Providing technical assistance and completing consultations with State Historic Preservation Offices and Tribes under the Section 106, National Historic Preservation Act. Evaluating projects in view of Avoiding, Mitigating, or Resolving Adverse Effects to historic properties; Individual Occupational Requirements: A. Education 1. Degree that included 3 semester hours each in the following course areas: History of archeology Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. 2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school). OR B. Combination of Education and Experience College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR C. Experience Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
