Sabel is now accepting applications from assessment and monitoring professionals interested in providing support services to U.S. Department of Defense (DOD) Geographic Combatant Commands (GCCs) under the Assessment, Monitoring, and Evaluation (AM&E) indefinite delivery indefinite quantity (IDIQ) contract. The AM&E IDIQ supports reform of institutional capacity building (ICB) of partner nations' (PN's) ministries of defense.
Job Summary:
The Assessment & Monitoring Specialist will support the team's PN assessments and monitoring plan-related efforts for Security Cooperation (SC) programs and activities, including contributing to research and technical writing, supporting client/partner relations, providing technical support to team members and representing the company at professional meetings and workshops. This position will develop and implement SC programs by working across DoD and with key interagency and state partners, the broader SC community, stakeholders, and interest groups. Services provided under this position will be performed in Tampa, FL (CENTCOM) and requires eligibility for a Secret clearance. This is a full-time position.

Responsibilities:
- Support the design and implementation of AM&E for SC programs and activities;
- Develop and implement SC programs by working across DoD and with key interagency and state partners, the broader SC community, stakeholders and interest groups;
- Conduct specific technical assignments related to partner nation assessments and monitoring plans;
- Support collaboration, learning, and adaptation (CLA) activities;
- Assist in initiative design and validation leveraging need and gap assessments, analytical models and tools, and strategic reviews;
- Propose methodologies and performance metrics to measure effectiveness, outcomes, progress, and alignment of strategic initiatives;
- Design templates and process maps for data collection and analysis;
- Conduct data research and analysis and produce custom data products, data tracking procedures, and visualizations as required;
- Facilitate monitoring plan development sessions;
- Design and deliver training on assessment and monitoring topics;
- Conduct data quality assessments;
- Support data collection activities;
- Design survey questionnaires and sampling strategies;
- Train data collectors and supervise data collection;
- Generate information products and materials for use by senior DoD leadership, as directed;
- Provide event and senior leader engagement support, as directed;
- Travel may be required in the future (~10-20%);
- All other duties as assigned.
Requirements:
- Bachelors' degree in international development, a social science or other monitoring and evaluation (M&E) related field is required, master's degree is preferred;
- Minimum 5-years of experience in M&E leading or supporting foreign assistance projects;
- Experience supporting collaboration, learning, and adaptation (CLA) activities;
- Experience across several sub-specialties within assessments and monitoring;
- Familiarity with Office of Management and Budget (OMB), Foreign Aid Transparency and Accountability (FATAA), and Development Co-operation Directorate (DCD) which supports the Development Assistance Committee (DAC);
- Familiarity with women, peace, and security issues;
- Demonstrated experience providing technical assistance to foreign assistance implementing partners to develop M&E plans, designing CLA approaches and developing and/or conducting M&E training;
- Experience developing surveys and other data collection instruments, supervising data collection in developing countries, analyzing data and writing up M&E reports preferred;
- Experience with emerging M&E practices such as CLA, complexity awareness monitoring, outcome harvesting, most significant change and other emerging methods preferred;
- Ability to develop and maintain relationships with key organizations, working groups, and professionals in the international development M&E sector;
