TITLE: Assistant Director of Residential Services – Full-time position

BASIC FUNCTION: To administer residential programs to ensure effective, efficient, and compliant services, and to adapt, expand or develop services to meet current and future needs.
ESSENTIAL FUNCTIONS:
- Assist the Residential Director with the operations of residential homes to ensure residential services are delivered effectively.
- Lead, mentor and coach the residential team to meet annual goals and objectives, and to undertake new initiatives as appropriate.
- Participate in team meetings, as requested.
- Timely prepare and complete all required documentation and reports.
- Assist with the development, communication, and updating of the standard operating procedures for the consistent, compliant, and efficient operation of residential homes.
- Coordinate with the Human Resources Department to support human resources activities to ensure appropriate and trained staff in the residential services program.
- Participate in the hiring and onboarding process for residential staff.
- Provide supervision to Senior Residential Homes Managers and ancillary staff including professional development, evaluations, and progressive discipline, as required.
- Coordinate responsibilities of the SRHM.
- Continually provide leadership, mentoring, training, and resources to residential staff that promote individual choice and community integration.
- Meet regularly with the SRHM to review program, training needs, and progress.
- Provide support to residential staff to answer questions, resolve issues, and mediate situations, as needed.
- Oversee attendance/payroll records for residential staff
- Function as a Senior Residential Homes Manager and/or RHM for planned or unplanned absence or vacancy, as needed.
- Function as a Direct Support Professional for planned or unplanned absence or vacancy, as needed.
- Lead the hiring process and moving potential candidates through the electronic HR process for RHM position.
- Oversee hiring process and moving potential candidates through the electronic HR process for DSP position.
- Assist with the operations of residential homes to ensure residential services are delivered efficiently.
- Continually monitor and support the achievement of capacity goals through adherence to the vacancy management process.
- Evaluate effectiveness of staff utilization.
- Assure budgetary compliance and fiscal accountability for the residential sites (i.e. Participant’s Medical Assistance Renewals, Authorization, Eligibility, etc.)
- Track and Manage transportation funds to ensure accounts are current and accurate per the needs of the individuals.
- Work with the Quality Improvement and Compliance Coordinator to ensure compliance with relevant funding source regulations and CLASS quality management plan.
- Ensure program compliance with agency policies, state and federal regulations, local monitoring standards, and contractual requirements.
- Prepare for local, state, and funder monitoring, licensing, and accreditation visits and surveys, as needed.
- Consistently monitor and participate in the incident management process including the timely reporting of incidents via the Enterprise Incident Management system, as appropriate.
- Regularly monitor completion of scheduled record audits, compliance surveys, resident satisfaction questionnaires, and follow-up, as indicated.
- Perform duties in a manner that promotes and supports the mission, vision, and values of CLASS to ensure effective and efficient services are provided.
- Ensure individuals are provided the opportunity to participate and integrate into their communities and activities of choice to be tracked and reported per Director’s requested timeframe.
- Collaborate with management staff on projects the builds and strengthen the CLASS mission.
- Support and advocate for access to services, individual choice, the achievement of desired community integration, and the person-centered philosophy.

MINIMUM QUALIFICATION:
- Bachelor’s degree in the Human Service field and five years’ related experience including two years of administrative/supervisory experience, preferably in residential services for adults with intellectual disability, developmental disability, or brain injury. OR,
- Associates degree in the Human Service field and seven years’ related experience including two years of administrative/supervisory experience, preferably in residential services for adults with intellectual disability, developmental disability, or brain injury.
- Working knowledge of applicable regulations and requirements including Office of Developmental Programs’ Chapters 6400 and 6100, and Community Health Choices.
- Working knowledge of Outlook, Word, Excel, and database programs.
- Current Criminal History Clearance.
- Valid PA Driver’s license.

OTHER JOB REQUIREMENTS:
- Attend trainings related to job functions, as required.
WORK ENVIRONMENT & PHYSICAL DEMANDS/REQUIREMENTS:
- Ability to see and interact with text and graphical information on a screen.
- Ability to receive and respond to phone calls.
- Ability to use office equipment.
- Ability to lift 50 pounds.
- Occasionally travel locally with the individual.
- Regularly travel to residential homes locations.
- Regularly work non-traditional hours including responding to phone calls evenings, weekends, and holidays.
- Occasionally fill in for a Direct Support Professional shift including during non-traditional hours, as needed.
- Regularly work in a climate-controlled home or office environment or another approved location in the community.
