Shares responsibility with the Senior Director for 24-hour oversight of the Respiratory Care Departments. Partners with other disciplines to ensure quality patient/family care. Participates in research projects, oversight and development of educational and other programs related to the respiratory services departments, ensures diversity, equity and inclusion are maintained at the highest level. Responsible for employee engagement initiatives and surveys including management development. Succession planning for Senior Director.
Function/Duties of Position:Financial and Asset Management
- Assists in the planning and development of the department budget.
- Assists in the planning, development, and submissions of department capital purchase requests to administration for final approval.
- Manages expenditures to ensure compliance within fiscal constraints, explains any variances and takes corrective action to bring costs within budget.
- Reviews and evaluates the allocation of resources to ensure cost effective, efficient, productive, competitive operations while maintaining the delivery of quality care to patients.
- Initiates processes for increased productivity and cost-effectiveness
- Manages equipment repair and maintenance according to hospital policies and procedures.
Assists in any current and future space needs according to operational requirements.
Quality/Risk Management
- Assists in formulating and implementation of departmental goals and objectives, which are reflective of the philosophy of Respiratory Care Services and Professional Clinical Services.
- Interprets departmental goals and identifies measurable objectives and monitors progress and achieves goals in keeping with operational standards.
- Facilitates, coordinates, and participates continuous quality/performance improvement, which enhances clinical practice and development of staff.
- Develops quality assessment and improvement programs for all services according to hospital Quality Management policy
- Participates in clinical benchmarking initiatives
- Ensures compliance with applicable accreditation standards, professional practice standards, rules, regulations, and professional licensure requirements
- Develops and maintains a customer service program. Utilizes customer service survey data for improvement initiatives
Compliance/Communication
- Facilitates department meetings and department communications.
- Facilitates communication between Respiratory Care Services, Nursing Units, Professional Clinical Services and other departments.
- Maintains the integrity of management and clinical information so that data is available for patient and resource management.
- Adheres to OHSU rules and regulations and contractual agreements.
- Facilitates the organization of information in the department web site for staff education and for the dissemination of information.
- Monitors compliance of staff with educational objectives.
- Maintain expertise in applicable rules and regulations, policies, etc. that affect the department.
- Identify departmental functions requiring compliance procedures.
- Identify high risk areas of concern.
- Establish departmental policies and procedures to assure compliance with laws, rules and regulations, and policies.
- Monitor department for compliance and recommend/participate in internal audits.
- Consider compliance implications and seek advice and consultation from H&C Compliance Officer, as needed.
- Incorporate compliance within position descriptions and performance appraisals for staff members.
- Create atmosphere where staff members are committed to compliance and problems are identified and resolved at the lowest possible level.
- Ensure that no staff member is retaliated against in any way for reporting a compliance issue.
- Respond to complaints and reported potential problems. Resolve concerns and put procedures in place to prevent recurrence.
- Notify H&C Compliance Officer if complaint or concern is received from contractor, client, or others outside OHSU
Clinical Operations/ Practice
- Analyzes and evaluates respiratory therapy practice, research, and trends; applies knowledge to the development of standards of care and clinical practice ensuring optimal patient outcomes and fiscal viability.
- Directs the development of priority competencies (technical skills, critical thinking, human relationship skills) for each type of staff on selected areas within Respiratory Care Services so that role performance is continually maintained/improved at the highest level.
- Coordinates the establishment of care practices using theory and evidence as a framework for coordinated patient care by providing theory-based practice information in unusual or complex patient care situations.
- Maintains personal and professional growth and the professional development of staff by participating in educational programs and professional organizations.
- Facilitates the start-up of all new programming and inclusive research programs relevant to the respiratory services departments.
Leadership
- Actively seeks to resolve staff issues.
- Responsible for appropriate disciplinary action, up to and including termination.
- Demonstrates leadership practices, which influence others so that the mission, vision, goals and objectives of Respiratory Care Services and Hospital are achieved.
- Utilizes theory, research and critical thinking in the enactment, demonstration and mentoring of others so that demonstrated expertise is available to supervised personnel and colleagues.
- Actively participates in ongoing or ad hoc committees or task forces to identify and resolve patient care issues.
- Supports clinical research activities.
- Ensures the staffing needs of the department are met. Reviews and evaluates outcomes specific to the staffing plan.
- Supports assigned staff in meeting their highest level of personal growth, satisfaction, and professionalism.
- Partners with medical and nursing staff and other disciplines in establishing and achieving patient care goals
OTHER DUTIES
- Attends and participates in department head meetings, task forces, functional groups, and hospital-wide committees/activities.
- Performs requirements for Department Directors/Managers as outlined in Compliance Roles and Responsibilities in OHSU Hospitals and Clinics
- Other duties as assigned, including patient care.
- Bachelor of Science in Respiratory Care, core science or business administration.
2 years previous manager experience.
5 years clinical respiratory therapy experience.
Skilled in organizational behavior
Previous demonstration of:
Ability to multi-task and prioritize effectively.
Ability to work as a team member in an interdisciplinary setting.
Effective communication in verbal, written, and electronic media.
Computer and word processing skills
Valid Oregon Respiratory Therapy license
Registered Respiratory Therapist (RRT) credential issued by the National Board for Respiratory Care (NBRC)
BLS, ACLS, PALS and NRP required upon hire.
- Master’s degree in respiratory care, core science or business administration.
- Knowledge of adult learning theories.
- Strong presentation and communication skills.
- Demonstrated ability to build teams and integrate existing teams.
- Database queries and reporting, data analysis, Lean methodologies.
