The Riverside County Flood Control and Water Conservation District has an exciting opportunity for an Assistant Finance Director (Administrative Services Manager III) to join their Finance Division in Riverside.
Assistant Finance Director is a working title for this position. The classification for which this position is being filled is Administrative Services Manager III.
The Assistant Finance Director will supervise approximately fifteen lead, supervisory, professional, and para-professional accounting positions within the Accounts Payable, Accounts Receivable, Purchasing, Budgets, and Asset Management sections. As a manager, the incumbent will be responsible for interviewing, hiring, training, developing and evaluating the work of their team. Other duties will include responsibility for the preparation, analysis, and quarterly reporting of the District's annual $220 million budget; the preparation of complex financial reports and statements such as the District's Annual Comprehensive Financial Report (ACFR) and State Controller's Report in accordance with the rules and regulations prescribed by the Governmental Accounting Standards Board (GASB); the formulation of fee rates for District enterprise and internal service funds; and reviewing and evaluating CalPERS and Other Post-Employment Benefits (OPEB) funded and unfunded liabilities. The Assistant Finance Director will also represent the District at meetings and conferences related to fiscal operations.
The district is looking for candidates who have:
- Extensive experience evaluating and supervising the work of subordinate staff.
- A strong background in accounts payable and accounts receivable functions.
- Experience preparing year-end financial statements, such as an Annual Comprehensive Financial Report (ACFR), and annual budgets or Capital Improvement Plans (CIP).
- Led an agency through an external audit process.
- Prepared fiscal analyses of various account balances to aid management decision-making (such as rate analysis, cash flow analysis, pension analysis, fund balance analysis, etc.).
- Implemented new accounting pronouncements from any of the accounting standards boards such as GASB, FASB, or IASB.
The most competitive candidates will also have a Bachelor's degree as well as working knowledge of various accounting software and other fiscal computer applications such as Finance Enterprise (FE), PeopleSoft Financials, Excel, etc.
Please note that this position offers the option between the following schedules: a 4/10 with Mondays off, a 9/80 with alternating Mondays off, and a standard 5/40. This position is required to be in the office full-time.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.
EXAMPLES OF ESSENTIAL DUTIES
• Provides technical guidance, direction, and training to subordinate staff performing complex accounting and auditing work, including computer applications.
• Review laws, legislation, and policies to ensure compliance and to determine impact on accounting procedures and recommend changes where appropriate.
• Supervise interim and year-end audits conducted by internal and external auditors.
• Reviews and analyzes work procedures, technical problems and recommends changes to improve efficiency and customer service to internal and external customers.
• Manage an approximately $300 million cash flow across all District funds and functions in collaboration with the Riverside County Treasurer.
• Prepare various reports to communicate the District's financial status to various Division Chiefs and project managers.
• Plans, organizes, and administers the department/agency's annual budget; reviews and evaluates the effectiveness of all financial and accounting systems within the department and ensures compliance with local, State, and federal laws, rules, and regulations; directs the development and implementation of accounting and controlling systems, policies, and procedures.
• As a member of the department/agency's management team, participates in the development and implementation of the operating and administrative policies, participates in the development of new programs to facilitate long and short term strategies, and financial plan objectives, including major financial plans such as capital budgeting, planning, and investigation of financing methods.
• Participates in the formulation of service fee rates and policies based upon cost analysis, cost trend forecasting and departmental/agency financial objectives.
• Assists division and program managers with the development of individual budgets; monitors deviations from approved budgets in the areas of cost accounting, productivity and performance reporting and recommends corrective measures; establishes internal controls to monitor and safeguard the department/agency's financial assets.
• Prepares or supervises the preparation of a variety of complex fiscal and management reports and correspondence.
• Conducts special studies and prepares reports on departmental/agency operations and systems.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university. Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.

Experience:Four years of administrative management experience which included responsibility for:
- Financial management.
- Budget analysis, preparation, control, and monitoring.
- Analyzing, reviewing, making recommendations and implementing resolutions or improvements to administrative, operational and budgetary problems.
Possession of a Master's degree in accounting, business administration, or a closely related field may substitute for two years of the required experience on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.
Other Requirements:
Must possess a valid California Driver's License to attend various meetings at various external County Departments.
Knowledge of:
- Financial, budgetary and personnel management.
- Generally accepted accounting principles (GAAP).
- Federal, State, and local laws, rules, and regulations influencing fiscal operations.
- Application of data processing systems relevant to accounting, budget, and other financial functions.
- Methods and techniques for staff development.
- Project/cost accounting principles including general ledger and job/project ledger transactions.
Ability to:
- Analyze financial statements.
- Develop and monitor a fiscal system which complies with various local, State, and federal laws, rules, and regulations.
- Analyze organizational, administrative, and budgetary matters and recommend effective courses of action.
- Maintain effective working relationships.
- Understand general ledger and job/project ledger transactions in terms of accounting codes and classifications.
- Prepare comprehensive, clear, and concise reports and correspondence.
- Speak effectively, make effective presentations of conclusions and recommendations orally and in writing.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
