About the Job
As the Assistant Facility Security Officer (AFSO), you will work alongside the FSO to manage the day-to-day requirements as per the Defense Counterintelligence and Security Agency (DCSA) and National Industrial Security Program Operating Manual (NISPOM). The AFSO position plays an integral role in ensuring the effective implementation of ABS' security clearance program as a non-possessing facility. In addition to serving as the AFSO, the candidate will support the ABS Global Security & Business Resilience program.

What You Will Do:
- Maintenance of all Facility Clearance Related Documents; update and submit to DCSA (as needed); responsible for all aspects of the Facility Security Program.
- Ensure the company is compliant with all aspects of the National Industrial Security Program Operating Manual (NISPOM) 32 CFR Part 117.
- Prepare for and participate in self-inspections and DCSA audits.
- Keep up to date on all new DoD-related trainings and follow protocols pertaining to new regulations within the NISP.
- Experience reviewing and updating DD Form 441-DOD Security Agreement, the SF328-Certificate Pertaining to Foreign Interests, the Key Management Personnel List (KMP) and any exclusion resolutions.
- Comfortable coordinating all actions with the Cognizant Security Agencies (CSA).
- Coordinating Defense Counterintelligence and Security Agency (DCSA) reviews, incident reports, suspicious contact reports, and any changes that may affect the facility.
- Update and maintain the Facility Clearance profile as needed for compliance using National Industrial Security System (NISS).
- Preparing and executing corporate Standard Practice Procedures (SPP), the insider threat plan, training, and initial and refresher security awareness training.
- Manage System Access Requests (SAR).
- Timely response to CSRs and RFIs as it relates to employees and candidates processing with security.
- Coordinate with subcontractor, customers and other government representative on security issues/actions.
- Prepare and execute sub DD254s.
- Coordinate and execute enterprise-wide security awareness program.
- Assist Controlled Unclassified Information (CUI) Manager with DCSA program requirements.
- Assist with risk assessments on systems intended for use by a program to determine the proper security compliance
- Assist in designing and implementing cybersecurity physical, procedural, and technical security controls.
- Work closely with IT and Security to achieve and maintain compliance of classified information systems.
- Personnel Security:
- Administer DISS/NBIS, NISS, ACCS and other security related systems.
- Conduct security clearance inquiries, briefings, in-processing, and out-processing of personnel.
- Run personnel reports, reconcile PSM, and process eAPPs.
- Process visit requests.
- Launch incident investigations, document, and submit incident reports.
- Develop and provide security briefings and documents and participate in new employee orientation
- Administer annual refresher briefings, NATO, COMSEC, etc.
- Submit/maintain agency badge access and renewal as needed
- Process and track Foreign Travel Briefings and annotation in DISS
- Special projects as needed.
Education and Experience
- Minimum of 5 years' experience in federal contracting and industrial security, specifically as an FSO or AFSO.
- Completion of all relevant training certificates.
- Holds a Secret or Top Secret Clearance
- Completion of all relevant CDSE training certificates, including FSO Program Management for Possessing Facilities IS030.CU or CDSE FSO Orientation for Non-Possessing Facilities IS020.CU
- Practical knowledge of and experience with DISS and NISS
- Experience with personnel and visitor control
- Former military a plus
- Strong oral and written communication skills.
- Strong computer skills & proficiency within Microsoft Office suite.
- Friendly, team player with a professional demeanor and the ability to remain calm in stressful situations.
- Ability to work independently and take initiative to complete projects and tasks accurately and timely.
- Highly organized and detail-oriented with a strong sense of urgency.
- Knowledge of 32 CFR Part 117
- Obtain a working knowledge with the ABS Health, Safety, Quality & Environmental Management System.
