Position Title: Assistant Planning Division Manager
Salary Range: 28 ($6338/mth to start) or 30 ($7180/mth to start) DOQ

GENERAL DESCRIPTION OF POSITION
The Assistant Planning Division Manager is a senior policy position within the Community
Development Department and is a combination of project leadership and management of the
office in the absence of the Planning Division Manager. This position assists the Planning
Division Manager and Community Development Director with the preparation and
implementation of the County Comprehensive Plan, Development Code, and other planning-
related regulations and documents as required by law. The Assistant Planning Manager provides
expertise on a variety of community and economic development initiatives such as grant
writing/management and may be tasked with serving in a leadership capacity for various
advisory committees where Community Development Department staff serve as a liaison or
advisor. This position oversees the Code Enforcement program, working closely with the Code
Enforcement Coordinator and Code Enforcement Field Officer to ensure effective compliance
with codes and including oversight of special programs to enhance compliance.
The Assistant Planning Division Manager helps facilitate the future growth and development of
Umatilla County within the framework of statewide planning goals and the desires of the local
community. The Planning Division, housed within the Community Development Department,
serves the citizens of Umatilla County by promoting healthy and vibrant communities, planning
for orderly growth, and provides assistance to the public navigating the regulatory process. The
Planning Division coordinates long-range planning through adherence to the County's
Comprehensive Plan and applies the Development Code in the review and permitting of specific
land use proposals. Review by the Planning Division is the first step in any land development or
construction project under the County's jurisdiction.
REQUIREMENTS FOR POSITION
Range 28
Bachelor's degree in planning-related field, or any other satisfactory combination of
education and experience which provides the knowledge to perform the essential
functions of the position.
Experience in Oregon land use laws preferred.
Floodplain Management Certification preferred.
Experience leading and managing teams, boards, or organizations to achieve their
objectives is required.
Range 30
Master's degree in planning-related field or AICP Certification, or any combination
thereof.
