About the Role:
The Assistant Vice President in Financial Management will oversee multiple functions, including the Financial Planning & Analysis, Internal Controls over Financial Reporting, and Enterprise Risk Management teams. This role sets the strategic direction of these functions, evaluates and analyzes business performance, drives improvement opportunities, and ensures there is alignment to the vision and priorities of the organization. The AVP will build a culture of high performance and inspire a team of diverse and highly engaged “superb talent” through leading people practices. They will lead by example as a coach, identifying and growing organizational capabilities and the talent pipeline for the success of the Financial Management department today and in the future. This position requires in-depth knowledge of financial planning and analysis, internal controls over financial reporting, and enterprise risk management, as well as an
understanding of end-to-end financial management processes.
This role will ensure their leadership and the practices of their team sustain and enhance the Bank’s reputation as a trusted public and financial institution. They will establish and maintain effective relationships with external partners and internal stakeholders at all levels in the communities we serve, in the Bank and across the Federal Reserve System.
You Will:
Partner with the CFO and key business stakeholders to produce high quality annual budgets and monthly financial forecasts that align with the organization’s strategy and System guidance. This includes writing the annual Financial Plan.
Report timely, accurate, and reliable financial information to internal and external customers.
Monitor the Bank’s financial targets by comparing forecasts and plans to actual financial performance and provide variance analysis reporting to stakeholders.
Provide analytical reports and recommendations related to business operations for senior stakeholder considerations and provide operational decision support as needed.
Oversee the development of scorecards and reports for board meetings. Build financial models to assist CFO in managing the organization’s financial results.
Oversee the Bank’s enterprise risk management program and fraud prevention activities including partnering with all business areas to identify risks and monitor action plans.
Provide support, analysis on risks, and recommendations to the Bank’s Risk Management Committee.
Report on organizational risk events and identify and monitor emerging risks to the organization in alignment with the Bank’s risk appetite.
Partner with Procurement to perform risk assessments for necessary third-party vendors.
Ensure Sarbanes-Oxley internal controls testing is completed on behalf of management for all financial, IT, and entity-level controls. Communicate and document any control deficiencies and provide recommendations to business areas.
Conduct control walkthroughs with business areas to help determine appropriate controls over financial reporting.
Facilitate the assertion and reliance letter process with business areas and central service providers.
Partner with the Bank’s external auditor to provide responses to control and substantive requests, facilitate meetings with business areas, and review communications with Bank management.
Participation in financial diligence and analysis related to a wide range of transactions and strategic partnerships. Proactively facilitate and manage connections between Financial Management and the business areas. Gather feedback regarding services provided by Financial Management. Recommend specific, actionable items because of feedback received.
Provide briefings on budget performance, enterprise risk management and SOX internal controls activities to Senior Management, including the President and First Vice President, and the Budget Planning and Audit Committees of the Board of Directors.
You Have:
Bachelor’s degree in Finance, Economics, or Accounting
Graduate degree preferred
Five years of relevant FP&A experience, preferably in the financial services industry
Three years of relevant Enterprise Risk Management or SOX internal controls experience preferred
Five or more years of experience with managing and leading employees preferred

This position may be filled at various levels based on candidate's qualifications as determined by the department.

This role allows for the employee to work in a hybrid manner with some work conducted onsite at the Federal Reserve Bank of Dallas work location and some work conducted remotely. For this specific role, 2-3 days per week of work can be conducted remotely. Specific schedule details will be discussed during the recruitment process.
