Under the direction of Legal Department leadership, the Associate Counsel will be responsible for legal research and advice to support the organization’s operational, legal, compliance and regulatory goals. The Associate Counsel is a business partner, engaging with departments to understand their issues that may have both legal and business impacts. The position requires the ability to demonstrate sound judgment, organizational skills and adaptability to a fast-paced work environment.
Key Responsibilities:
1. Conduct legal research and prepare legal memorandum and executive briefings on a variety of legal topics as directed by leadership.
2. Draft and respond to discovery, review motions, memorandums and other work product by outside counsel and provide insight and recommendations on legal strategy.
3. Attend meetings with business units and recommend appropriate legal strategies and courses of action to meet IEHP’s needs.
4. Provide strategic advice and counsel on the legal impact of new or proposed local, state, federal or managed care legislation or changes in government agency requirements or processes that impact IEHP in the administration of its programs.
5. Handle cross-disciplinary legal matters in collaboration with regulatory and business attorneys and other professionals and paraprofessionals.
6. Work collaboratively with a broad range of staff, developing and maintaining strong relationships between the IEHP legal department and IEHP’s other business units.
7. Ensure the privacy and security of Protected Health Information (PHI) as outlined in IEHP’s policies and procedures relating to HIPAA compliance.
8. Any other duties as required ensuring Health Plan operations are successful.

Education & Experience
- Five plus (5+) years or more of legal practice or in-house experience as an attorney
- Experience with HIPAA HITECH regulations and Federal and California privacy laws and regulations
- Juris Doctorate (J.D.) from an American Bar Association accredited law school required
- Possession of an active, unrestricted, and unencumbered license to practice law from the State Bar of California required
Key Qualifications
- Excellent communication and interpersonal skills with a high degree of professionalism, maturity, discretion and integrity in dealing with individuals at all levels in the organization, particularly with executive leadership
- Excellent organizational, analytical and problem-solving skills
- Strong legal research skills, including proficiency with Lexis Nexis or Westlaw
- Knowledge of health plan licensing, regulatory compliance, managed care operations, and provider and government contracts.
