The Planning, Development & Research department is looking for a limited duration Associate Development Project Manager to play a key part in advancing the region’s growth goals by supporting Metro’s Transit Oriented Development (TOD) Program and the Affordable Housing Bond Site Acquisition Program (SAP).
Metro’s TOD Program and SAP invest in higher-density, affordable and mixed-income housing along transit corridors and in development centers. This role, which will support both programs by evaluating real estate development projects for compliance with grant criteria, will guide decisions on grant awards and have a tangible impact on the future of urban development and housing equity in the Portland region. The successful candidate will work on meaningful initiatives with a collaborative, supportive team, while enjoying a significant degree of autonomy.

As the Associate Development Project Manager Position you will:
- Review TOD grant applications, (development financial projections, architectural design plans, legal documents, and other real estate documentation) for compliance with grant criteria.
- Prepare staff reports and present grant award recommendations to the TOD Steering Committee.
- Assist with multiple SAP and TOD projects and related program activities that require a familiarity with transit-oriented development principles, financial analysis, and real estate development due diligence.
- Support negotiations in the public interest for the acquisition of land, provision of incentives for higher density development, redevelopment, affordable housing or other related program interests.
- Assist with land banking purchases and participate in site due diligence activities as part of a team.
- Help administer agreements and contracts with agencies and contractors; monitor work completed by consultants, contracting agencies and other organizations as appropriate.
- Support Metro’s partnerships with private landowners, land developers, community-based organizations, local jurisdictions, regional transit agencies (TriMet) and Metro.
- Ability to work and communicate effectively, verbally and in writing, with people of all ages and from a variety of cultural, economic and ethnic backgrounds.
- Experience with real estate projects and concepts with an ability to analyze real estate projects for compliance with grant criteria
- Experience with presenting technical information clearly to elected officials and the general public.
- Detail-oriented with project and time management skills.
- Comfortable in a fast-paced work environment where you must regularly adjust to changing conditions.
- Ability to navigate the needs of various stakeholders and find an equitable consensus and outcome.
- Experience with Excel or other database programs to conduct simple equations and produce tables and charts.
- Passion for people, policy and technical details.

TO QUALIFY

Minimum qualifications
- Bachelor’s degree in urban planning, public administration, business, landscape architecture, economics, urban studies or related field, AND
- Two years of experience in planning, economics, economic development, real estate development and/or grant administration, OR
- Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.
If you were terminated for cause during any employment with Metro, or resigned in lieu of termination, you may be ineligible for rehire for a minimum of 3 years.
Hybrid Telework
At this time, this position is designated as “hybrid telework.” You will have the option to work away from the office, although there may be times that coming into the office will be required. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro.
Currently, this position is required to be in the office one day per week on Wednesdays for in-person team meetings. However, you’ll enjoy the freedom to flex your hours and the option to work a 4/10 schedule if desired. Additionally, the role does not require a full 40-hour workweek, although you must work a minimum of 32 hours per week.

- Demonstrated experience managing complex projects with multiple stakeholders.
- Understanding and experience supporting real estate development projects within a complex regulatory environment.
- Knowledge of public-private partnerships and affordable housing finance.
- Intermediate or advanced database management skills.
- Experience producing charts, tables and infographics for reports and presentations.

The full salary range for this position is step 1 $76,835.20 to step # $103,064.00. However, unless a candidate’s qualifications justify, based on the Oregon Pay Equity Act requirements and Metro’s internal equity review process, the appointment will likely be made between step 1 $76,835.20 to the equity range step 4 $ 89,024.00.
This position is not eligible for overtime and is represented by AFSCME 3580. It is classified as an Associate Regional Planner.
