SUMMARY OF DUTIES:
The Assistant Project Director provides senior leadership and guidance for achieving best practices in construction management and project delivery methods. The incumbent is responsible for providing management support in delivering projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, and system expansions. In addition, the incumbent coordinates the in-house construction efforts of the entire program within Amtrak-owned and/or maintained right-of-way, including signals and communication infrastructure, track, and electric traction facilities and related appurtenances.
ESSENTIAL FUNCTIONS:
• Develops and implements project plans, schedules and budgets consistent with operational needs and budget allowances and oversees bid negotiations and consultant relationships.
• Manages and monitors project schedules, progress and costs; maintain, adjust and update project plans, as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
• Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
• Identifies, documents and leads evaluation of changes based on cost, schedule, risk and scope impacts as well as cross functional dependencies. Ensures appropriate packaging of relevant information to support appropriate project change and governance decision processes.
• Works with senior leaders to contribute relevant data to support annual planning activities.
• Provides financial project performance and forecasting reports to senior executives and government regulators.
• Identifies and evaluates the risks associated with project activities and work across organization to establish and monitor mitigation plans.
• Establishes collaborative partnership among stakeholders to enable scoping, financial and resource decisions.
• Develop and maintain required project management documents in accordance with Amtrak Project Management standards and applicable regulations.
• Develops and administers of the budget for assigned projects; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate.
• Represents Amtrak at meetings and conferences with elected and public officials, the community, private citizens, and public and private organizations.
• Maintains a teamwork environment within all peers as well as the engineering department’s internal customers.
MINIMUM QUALIFICATIONS:
• Prior satisfactory job performance required
• Must have extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activities
• Demonstrated project management and supervisory experience
• Demonstrated planning, scheduling, and budget control experience
• Knowledge of FRA regulations, OSHA requirements, and other federal, state, and local regulations and standards sufficient to ensure compliance
• Experience demonstrating skill using PC-based word processing and spreadsheet software (e.g., Word, Excel) sufficient to prepare correspondence and manage budget
• Extensive experience in infrastructure improvement planning
• Experience managing employees; strong ability to mentor other employees
• Demonstrated ability to work under tight time constraints, pressure and multiple priorities
• Demonstrated experience in managing complex programs in an operating environment
• 9 years relevant experience required.
PREFERRED QUALIFICATIONS:
• Extensive construction project management and supervisory experience
• Knowledge of Amtrak policies, NORAC operating rules, RWP, AMT2, and MW1000 sufficient to ensure compliance
• Knowledge of applicable labor agreements sufficient to ensure compliance
• Strong interdepartmental leadership with the ability to identify problems and develop solutions
• Extensive experience in railroad maintenance and construction
• Bachelor's degree in civil and electrical engineering.
• 11+ years’ experience preferred.
WORK ENVIRONMENT:
• On-site role up to 80% based out of NYC
• Travel Requirements: Up to 25%

Must have excellent oral and written communication skills.
The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
