This is a block budgeted Auditor Appraiser I/II/III position. The chosen candidate(s) would be hired as either an Auditor Appraiser I, II or III, based on qualifications and experience. The Auditor Appraiser I entry-level position works in the Business Division of the Assessor's Office and examines, analyzes, and records information from accounting records in the audit of commercial, industrial, and farming establishments. This individual also examines real property appraisals.
The Auditor Appraiser II examines, analyzes, and records information from accounting records in the audit of commercial, industrial, and farming establishments. This journey level position is expected to perform some of the more difficult audits and related duties as assigned.
The Auditor Appraiser III provides lead direction and field assistance to entry and journey level auditors and assists in the training and orienting of new auditors. This individual also assists in drafting operating policy and procedures for the business department and participates in the annual revision of the various property statement forms. Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.
Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks
AUDITOR APPRAISER I
- Process incoming property statements assigning the appropriate equipment valuation table for full value computation;
- Adjust and correct existing assessments;
- Perform appraisal of personal property and improvements of late filers or those who failed to file property statements;
- Discuss the audit findings with taxpayers and render a corresponding audit report in the form prescribed by the office and renders appropriate recommendations;
- Perform data gathering concerning valuation of taxable business property;
- Explain the filing of property statements and pertinent provisions of the Revenue and Taxation Code to the public;
- Provide customer service in person and over the phone;
- Assist taxpayers regarding information relative to their business assessments;
- Travel to perform job related assignments in and outside of Stanislaus County; and
- Conduct audit-appraisals of less difficult property statements analyzing the taxpayer's accounting records, reviewing financial statements and income tax returns to determine the accuracy of the data reported on the Property Statement.
AUDITOR APPRAISER II: Auditor Appraiser I tasks plus:
- Perform moderately complex audit-appraisals ; and
- Explain assessment procedures to taxpayers and resolve questions or disagreements.
AUDITOR APPRAISER III: Auditor Appraiser I & II tasks plus:
- Review audit reports of other auditors for completeness, accuracy and compliance with established audit guidelines and observances to applicable provisions of the Revenue and Taxation Code;
- Perform the more difficult and complex audit-appraisals;
- Check and approve property statements processed by other business department staff;
- Provide lead direction and field assistance to entry and journey level auditors;
- Provide assistance in drafting operating policy and procedures for the business department and participates in the annual revision of the various property statement forms;
- Attend conferences and other meetings as a representative of the office and takes part in the preparation of briefs for presentation to the Assessment Appeals Board and in court;
- Assist in the training and orienting of new auditors; and
- Assist in the periodic evaluation of subordinate personnel.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)
KNOWLEDGE
AUDITOR APPRAISER I/II
- Auditing and/or accounting principles and procedures.
AUDITOR APPRAISER III - Listed above plus
- The purpose, organization and function of a local Assessor's Office;
- Auditing and/or accounting principles and procedures;
- Revenue and Taxation Code;
- Fair Market Value;
- Form used in the auditing section of the Assessor's Office;
- Standard approaches to value such as market, income, and cost; and
- Principle, practices and techniques of training.
SKILLS/ABILITIES
AUDITOR APPRAISER I
- Learn to read and analyze Property Statements, accounting records and financial documents;
- Learn the Revenue and Taxation Code and various State-published handbooks relating to the assessment of taxable personal property and improvements;
- Prepare concise and accurate audit narratives and related reports;
- Explain audit findings to taxpayers in a tactful manner;
- Counsel taxpayers for proper reporting;
- Communicate clearly and concisely both verbally and in writing;
- Travel to various work sites; and
- Demonstrate the ability to adapt to changing technology.
AUDITOR APPRAISER II and III - All those listed above, plus:
- Read and analyze Property Statements, accounting records, and financial documents;
- Compose business letters to audited taxpayers; and
- Communicate clearly and concisely both verbally and in writing.

- Graduation from an accredited four (4) year college or university with an accounting degree or a specialization in accounting with 18 semester units of accounting and/or auditing.

- Is a licensed Accountant in the State of California.
PATTERN III
- Passed the State, or a county, or city and county, or city civil servant or merit system examination regularly given for the position of Accountant or Auditor by the testing body.

AUDITOR APPRAISER III
PATTERN I- Graduation from an accredited four (4) year college or university with an accounting degree or a specialization in accounting with 18 semester units of accounting and/or auditing.
- Is a licensed Accountant in the State of California.
- Passed the State, or a county, or city and county, or city civil servant or merit system examination regularly given for the position of Accountant or Auditor by the testing body.
PLUS:
- Four (4) years progressive experience as an Auditor-Appraiser in any public agency such as in a Federal, State, or County office.

IN ADDITION to all classifications and patterns:
- Possess a valid certificate as an Appraiser issued by the California Board of Equalization or obtain said certificate within one (1) year of hire. Failure to obtain a permanent certificate within one (1) year will result in dismissal; AND
- Possess and maintain a valid California Driver's License.

EXAMINATION PROCESS
