Position Summary:
The Benefits Associate in this position assists in administering COBRA and State Continuation coverage to assure that all legal requirements are met. Provide analytical and technical support in the delivery of the benefit continuation programs. Provide excellent customer service and quality benefit administration. Maintain knowledge of federal and local regulation updates and changes. This position assists the Lead COBRA Administrator and reports to the Benefits Manager.
Essential Job Functions:
- Serve as a contact for clients, qualified beneficiaries, and COBRA/State Continuation participants regarding continuation coverage issues;
- Assist in the creation of COBRA/State Continuation election notice documents – e.g., templates in compliance with COBRA/State Continuation regulations; personalized COBRA/State Continuation election notices for qualified beneficiaries upon notice;
- Determine methods of delivery and communication of COBRA/State Continuation documents to relevant parties;
- Assist COBRA Administrator in handling complaints, arbitrating disputes and resolving grievances regarding COBRA/State Continuation coverage;
- Assist in resolving billing and eligibility discrepancies and disputes relevant to COBRA coverage with group insurance carriers;
- Responsible for preparing and implementing COBRA/State Continuation program management reports;
- Work/communicate with members of Benefits Department and other departments to keep clients compliant with Dept. of Labor COBRA/State Continuation regulations;
- Provide customer service support to internal and external customers;
- Process COBRA/State Continuation documents in a timely manner;
- Work/communicate with other departments to keep the client satisfied.
Knowledge Skills & Abilities:
- A minimum of 2 years of COBRA/State Continuation administration experience required;
- High School/GED required; Bachelor’s Degree preferred;
- Excellent communication and organization skills are required;
- Proven ability to work effectively in a team environment with associates;
- Capable of effective planning and priority setting;
- Ability to manage several complex projects simultaneously while working under pressure to meet deadlines;
- Strong analytical skills and a knowledge of COBRA/State Continuation administration;
- Knowledge of Department of Labor COBRA regulations and best practices;
- Proficient reading, writing, grammar, and mathematics skills;
- Computer proficiency and technical aptitude with the ability to utilize MS Word, Excel, Outlook and internal databases;
- Proficient interpersonal relations and communicative skills;
- Ability to maintain confidential information;
- Valid driver’s license.
