PMS 408 - Naval Expeditionary Missions (EXM) Program Office
Location: Hybrid – Little Creek, VA
The Program Analyst provides ongoing program planning, analysis, and administrative support to Naval Sea Systems Command (NAVSEA) Program. This position supports Government contracts and will be primarily responsible for supporting systems modernization, equipment life cycle management of Navy Expeditionary Medical Capabilities.
The Contractor Shall:
- Serve as a Subject Matter Expert (SME) for assigned medical system(s) and work in concert with Program Office members and key stakeholders to facilitate modernization planning, strategy development and coordination of upgrading systems and equipment to support procurement and delivery of technically-advanced capabilities to the Fleet.
- Support equipment life cycle management by conducting authorized medical equipment list analyses to track metrics such as return costs; approval rates; responsible growth; design and integrated logistics support requirements.
- Review changes to equipment lists. Provide risk assessment of end items, identify impacts to overall system and provide recommendations for corrective action.
- Assist in the technical review of configuration change proposals including medical equipment working groups, Allowance Change Requests (ACRs), Engineering Change Proposals (ECP) system requirements and design reviews, configuration management board reviews, engineering analysis tests, inspections, and demonstrations, provisioning and training plan conferences as required.
- Provide technical expertise to support the life cycle sustainment planning & modernization process and provide recommendations for process improvements as applicable. Attend and accompany PMS 408 planning meetings and teleconferences, equipment Work Package Integration Reviews, and other meetings as requested.
- Coordinate with Expeditionary Medical Logistics Units (EMLUs) and Biomedical Equipment Technicians (BMETs) as necessary to assist in developing and briefing medical equipment maintenance and modernization documents and strategies.
- Provide technical support for the assigned In-service Engineering Agent (ISEA).
- Coordinate with Clinical SMEs , Performance Monitoring Teams, ExMed Program Office, Military Sealift Command, assigned afloat units, and Bureau of Medicine and Surgery Command (BUMED) and subordinate units, Type Commander Offices for various expeditionary medical systems across all afloat platforms.
- Complete or lead technical reviews of commitments, Availability Work Packages, program office requests, logistics documents, fleet messages, and data reviews.
- Generate Plan of Action and Milestones to support PMS 408 System Design Manager(s) and other functional area managers and share technical knowledge and experience on medical systems, operating procedures, and other areas of expertise.
- Assist with the incorporation and aggregation of applicable equipment performance specifications into existing data management systems.
- Track system configuration management, Provisioning Parts Lists (PPLs), Provisioning Technical Documentation (PTD), Supplemental Provisioning Technical Documentation (SPTD) and performance specifications for submission into managed databases.
- Provide input to and/or review planning documents such as Technical Data Plans, Operational Requirements, Advance Procurement Plans, etc., applicable to the system or equipment being used onboard Navy platforms.
- Support in the development and application of testing program plans and schedules necessary to demonstrate successful modernization program installations.
- Support preparation of formal Program Management briefings and status reports using Microsoft applications.
- Participate in working groups, product IPTs, test events, test reviews, and product demonstrations.
- Other duties and responsibilities may be assigned or required as business needs dictate.
Knowledge and demonstrated skills in:
- Analytical and a self-motivated learner.
- Ability to communicate and coordinate effectively within military chain of command with excellent communication (oral and written) and organizational skills.
- Ability to collaborate/work well with others.
- Able to conduct database management (SharePoint).
- Microsoft Office Tools (Project, Word, Excel, PowerPoint, Teams, SharePoint).
- Understand and execute OPSEC requirements.
Requirements
- Bachelor’s degree and 4+ years (or Associate’s degree and 8+ years) relevant experience in DoD/Navy Modernization Processes, and Medical Logistics.
- Obtain and maintain a Secret level security clearance.
- Travel: local to within the Little Creek area. May require 10% CONUS travel (e.g. Fort Detrick, MD; Williamsburg, VA; Little Creek, VA; Norfolk, VA; Mobile, AL; Jacksonville, FL).
- Able to work onboard a Navy ship for short testing periods.
