GENERAL PURPOSE
Provide a variety of field duties to assist builders, developers, and property owners by locating and marking underground street light and water infrastructure in the City. All work performed must conform to "Blue Stake" or "One Call" law, state and local regulations, industry standards, and generally accepted locating practices. Perform utility locating duties to assure proper locating of City infrastructure with little supervision.
SUPERVISION RECEIVED
Receives direction from the Water Department Manager, Streetlight Foreman, and/or Higher-Level Water Operators.
ESSENTIAL DUTIES
- Meet performance standards established with the employee's manager.
- Complete assigned work orders, which most often will relate to blue stake tickets, relate to locating and marking of the City's underground streetlight and water infrastructure, and determining the best marking method required for the surface and environmental conditions.
- Assist Water and Streetlight departments to complete assigned work orders related to operations of the respective departments
- Work closely with the GIS department to update infrastructure mapping.
- Assist in ordering materials, keep inventory of blue staking supplies, as well as learn and understand blue stake's service orders, symbols, and colors in order to provide a timely response.
- Assist in troubleshooting various types of streetlight and tracer wire failures.
- Compensated on-call rotations as assigned. Must remain available for phone contact and respond to emergency locate requests and natural disasters within two (2) hours of notification and be in compliance with the City's Drug & Alcohol policies.
- Subject to compensated stand-by rotation for a given event, such as a pending snowstorm event. Must remain in compliance with the City's Drug & Alcohol policies.
- Assist with seasonal snow removal
- Must be able to work evenings, weekends and holidays when needed; schedule may vary
on a weekly basis
- Stay current with all Federal, State, and local rules and regulations regarding marking utilities
- Perform Blue Stake markings of City Owned Utilities.
- Performs other duties as needed or assigned.
MINIMUM QUALIFICATIONS
Education:
- High School Diploma or equivalent
Preferred Experience:
- 1 Year experience in operating utility locating equipment is required.
- 2 Years experience in general construction work required; preference will be given for experience working for state, local, or city government.
- Equivalent knowledge and skills to perform job duties.
Certifications/Licenses:
- May be required to obtain a class A CDL Driver's License
- NULCA certification. (National Utility Locating Contractors Association)
Apprenticeship license or obtain within six (6) months of employment.
Additional Requirements:
- Must be at least 18yrs old.
- Requires a valid Utah Driver's License.
- DOT Medical Card within three (3) months
- Must be able to pass a pre-employment drug test, background check, and driving record check
QUALIFICATIONS
- Blue Stake Experience
- Must learn blue staking devices, and utility locating equipment within 3 months of hire
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of blue stake symbols and colors. Ability to apply appropriate blue stake markings for City streetlight electrical lines and conduit and water infrastructure.
- Ability to read maps, blueprints, and interpret locate job order tickets.
- Ability to use good judgment to determine efficient driving routes to perform duties in rural and urban areas.
- Skilled in the operation of heavy mechanized equipment as required by the position.
- Ability to operate a personal computer and Microsoft products.
- Ability to work independently and demonstrate initiative to perform tasks with little to no supervision.
- Ability to read and interpret maps and distinguish when the map may not be complete or accurate; learn how to operate a variety of specialized locating equipment; be self-motivated and able to organize, prioritize tasks in various weather conditions or unexpected occurrences; work independently for extended hours and days, if necessary to insure that all streetlight and water infrastructure are properly and accurately marked before excavation occurs; keep accurate records; prepares reports as directed.
- Ability to operate tools and equipment used in locating utilities; ability to follow oral and written instructions; ability to perform heavy lifting and other duties requiring moderate physical strength. Ability to maintain productive working relationships with other employees and supervisor(s).
- Ability to be flexible and adaptable to changing priorities

- Ability to communicate effectively both verbally and in writing in English.
TOOLS & EQUIPMENT USED
- May use motorized vehicles, light and heavy equipment, and hand tools.
WORK ENVIRONMENT
- Tasks require a variety of physical activities, generally involving muscular strain, such as walking standing, stooping, sitting, kneeling, and reaching. Talking, hearing and seeing are essential to performing required job functions.
- The employee works near moving mechanical parts and heavy equipment and is occasionally exposed to wet and/ or humid conditions, fumes or airborne particles, toxic or caustic chemicals.
- Common eye, hand, finger dexterity must exist. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking.
- Daily exposure to weather extremes and seasonal conditions.
- Daily local travel is required in normal course of job performance.
- Must be able to lift 100 lbs.
