Position Overview
BizFirst is seeking two full-time Budget Analyst SME III professionals to support our client at OUSD(C) Programs & Resources in two distinct areas: Contingency & International Programs and PPBE Reform. Each role involves managing budget and financial analysis tasks within its respective focus area while supporting the overall mission of optimizing budget execution and compliance for the Department of Defense (DoD). Both positions require on-site work at the Pentagon during core business hours and involve direct collaboration with stakeholders.
Our client is a specialized management consulting firm that engages experienced professionals and consultants to support the federal government with strategic project execution, financial process optimization, advanced IT solutions, and Enterprise Resource Planning (ERP) system implementation. Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.
Key Responsibilities:
- Conduct financial analysis and quality checks to ensure the accuracy and integrity of budget data.
- Collaborate with stakeholders, including budget officers and program managers, to align financial activities with strategic goals.
- Develop and refine Standard Operating Procedures (SOPs) for budget management processes.
- Utilize the DoD Advanced Analytics (Advana) tool to integrate and verify financial data execution.
- Manage reprogramming and funds transfer actions specifically related to contingency and international programs, ensuring compliance with DoD guidelines.
- Respond to and consolidate Requests for Information (RFIs) pertaining to contingency budget allocations.
- Support the preparation and review of audit and congressional reports, emphasizing contingency operations.
- Ensure the proper allocation of resources for contingency programs and provide recommendations for process improvements.
Role 2: Additional requirements: PPBE Reform Focus
- Review and analyze budget line items and historical data as part of PPBE reform initiatives.
- Develop recommendations for improving budget justifications and aligning them with organizational objectives.
- Prepare reports and briefings for senior management based on the analysis of PPBE processes and outcomes.
- Collaborate with stakeholders to improve the efficiency and consistency of PPBE budget processes.
Required Qualifications
Common Qualifications for Both Roles:
- BA/BS/BBA degree from an accredited college/university.
- Minimum 7 years of experience in budget analysis or financial management within a federal or DoD environment.
- Must possess a Secret clearance.
- Proficiency in Microsoft Office Suite, particularly advanced features of Excel like pivot tables.
- Strong analytical skills with the ability to develop actionable insights from financial data.
- Excellent written and verbal communication skills for producing reports and collaborating with diverse stakeholders.
- Experience managing client relationships and efficiently handling multiple time-sensitive requests.
Distinct Additional Qualifications for Each Role:
- Contingency and International Programs Focus (some or all of the following):
- Direct experience managing budgets for contingency or international programs within a DoD environment.
- Demonstrated expertise in managing reprogramming and funds transfer actions specific to contingency operations.
- Experience in coordinating and responding to RFIs related to contingency budgets.
- Extensive experience in translating stakeholder requirements into executable solutions (preferred)
- Experience in formulating long-range budgetary requirements, based on established policies and concepts (preferred)
- Ability to manage multiple projects simultaneously while maintaining high-quality output (preferred)
- Federal budget or DoD budget experience (preferred)
- PPBE Reform Focus (some or all of the following):
- Direct experience with PPBE (Planning, Programming, Budgeting, and Execution) reform, specifically in budget justification and planning.
- Proven ability to analyze historical budget data and develop improvement strategies for PPBE processes.
- Experience preparing and presenting reports or briefings on PPBE reforms for senior management.
- Extensive experience in translating stakeholder requirements into executable solutions (preferred)
- Ability to multi-task across multiple projects (preferred)
- Federal budget or DoD budget experience (preferred)
- Certified Defense Financial Manager (CDFM) certification (preferred).
