Culmen International, LLC is hiring a Budget Analyst to support the Bureau of Administration (A), Office of Operations (OPR) Office of Real Property Management (RPM). Located in Washington DC, must live in the DC area. Telework options-currently only required in office every other Tuesday.
The Bureau of Administration, Office of Operations, Office of Real Property Management's mission is to provide the most effective domestic facilities for United States.
The Office of Real Property Management (RPM) provides a complete range of domestic real estate, design, and construction services to the Department. These services include space acquisition, leasing, space planning, interior design, major renovation and construction project management, and design and construction of all Department-occupied spaces in the Washington, D.C. area (approximately 70 locations) as well as an additional 80 locations nationwide.
Roles & Responsibilities:
- Provides contract administration support, analyzes, and translates requirements into requisition; analyzes vendor invoices for accuracy and validate for compliance with contract terms and conditions.
- Advises service providers on USG contractor registration and payment systems.
- Track the Operating Budget, process invoices, track project related financials, procurement, travel, etc.
- Help create/determine budget needs and justifications for congress in addition to other duties.
- Maintains service provider information in automated program management system.
- Liaises with Diplomatic Security on facility access or service provider security clearance issues.
- Prepares draft documents for Office Director or Deputy Director signature and generates reports.
- Active Secret clearance
- 6+ years or more of relevant experience
- Bachelor’s degree in Business Administration, Public Administration, Industrial Engineering, Computer Science or related field is preferred or three (3) years’ experience assisting or participating in planning and/or carrying out management improvement studies in at least one of the following area:
- systems and procedures analysis (manual or ADP)
- organizational analysis
- records management analysis
- space utilization studies
- work measurement or work simplification studies
- cost benefit analysis
- budget analysis
- or other related efficiency research studies
- Mastery of the application of a wide range of qualitative or quantitative (e.g., using excel spreadsheets, Access, CMMS, Departmental accounting systems) methods for assessing and improving effectiveness.
- Experience in financial management, budgeting and analyzing data.
- Strong experience tracking financials via excel.
- Knowledge of the range of financial laws, policies, regulations, and precedents applicable to the Office of Operations programs.
- Knowledge and ability to assemble and analyze relevant facts and draw significant conclusions.
- Knowledge and skill in presenting accurate findings and the ability to make feasible and responsive recommendations both orally and in writing.
- Knowledge and skill in database management, data analytics, and the use of Microsoft Office programs.
- Knowledge and ability to design and conduct comprehensive management studies.
- Experience in budget/finance in the Federal Government would be preferred.

The determination of compensation at Culmen International, LLC is based on various factors such as location, the individual's unique combination of education, knowledge, skills, competencies, clearance level, experience, internal equity, contract-specific affordability, and organizational requirements. The projected compensation range for this position is $80,000 -$100,000 annually. This estimate represents the typical salary range for this position and is just one component of Culmen's total compensation package for employees.
