Description of Duties:
The Budget/Revenue Analyst will partner with agency personnel and related stakeholders working towards completion of assigned functions. Exceptional customer service is provided to agency partners and/or the general public.
Desired Skills and Experience:
- General knowledge of the budgetary process, the State’s accounting principles and procedures, and state/federal rules and regulations.
- Knowledge of state government structure, administrative procedures, and the legislative process.
- Analytical and quantitative skills applying knowledge of finance, accounting, statistics and economics.
- Broad knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles.
- General knowledge of the budgetary process, the State’s accounting principles and procedures, and state/federal rules and regulations.
- Knowledge of state government structure, administrative procedures, and the legislative process.
- Analytical and quantitative skills applying knowledge of finance, accounting, statistics, and economics.
- Experience with analyzing fiscal trends, isolating, and understanding variances, projecting expenditures and revenues accurately, and adjusting budgets to address shortfalls and optimize fiscal resources.
- Introductory knowledge of agency missions, programs, and administrative policies.
- Adequate computer skills in Microsoft Office products (e.g. Excel, Word, Access). Additional experience with statistical products preferred.
- Ability to solve complex financial problems.

Education:
- Bachelor’s Degree in Public Administration, Public Policy, Business Administration, Economics, Accounting, or a related field with 2+ experience OR 5+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
- Related certifications and coursework may be considered for education or experience.

Daily Scope of Work:
- Cultivate and maintain collaborative working relationships with other state agency directors, deputy directors, financial and program staff to identify areas of need related to state/federal grants and financial assistance, develop resolutions, and build strategic plans on a regular basis to improve requests for funding and performance metrics (help agencies strategically apply funding to achieve outcomes).
- Field questions, provide guidance and resources, and respond to information requests from internal customers as well as other state agencies regarding assigned funds and grant projects.
- Research, develop, prepare, and analyze a variety of state/federal financial status reports as required institute, related to assigned divisions, or as assigned by management.
- Collaborate with budget analysts and Division Directors in the review of state/federal assistance requested by agencies.
- Work with budget agency staff to resolve issues with grants in the application, management, and the reconciliation process.
- Conduct budget analysis and advise division leaders on fiscal matters regarding their operating, dedicated, and federal funds.
- Review and analyze agency submitted biennial budget requests based on Budget Agency policies.
- Prepare annual and biennial budget recommendations and provide them to the Budget Director.
- Throughout the year, monitor agency expenditures, review and approve appropriate fiscal transactions, and evaluate and make recommendations when agencies request deviations from approved budget plans.
- Prepare and research activities as they relate to state and federal funding within assigned divisions, ensuring compliance with all regulations and financial management circulars.
- Investigate and resolve budget errors related to state and federal funding, e-procurement, project costing, funding sources, and other financial transactions.
- Track bills through the legislative process and determine the fiscal and policy impact of new legislation.
