About the Job
The County of Riverside Facilities Management department has multiple (2) opportunities for a Building Maintenance Superintendent who will be assigned to the Western Region and Southwest Region of Riverside County.
The selected candidate will be tasked with: planning, organizing, and directing the regional building maintenance program; providing strong and proactive communications and coordination with all appropriate departments, divisions, officials, and maintenance customers; preparing reports on cost estimates and feasibility of projects; planning and overseeing safety programs and building environmental systems (heating, ventilation, air conditioning (HVAC), etc.). Other duties include being responsible for the budget, budget reviews, attending mandatory budgetary meetings with customers, overseeing engineers and vendors for quality control, and being responsible for all reports and evaluations.
Additionally, the selected candidate will be overseeing the Maintenance Management System, ensuring that air quality is safe for customers, and responding to emergencies as necessary. Please see other duties in "Essential Duties" below.
Competitive candidates will possess:Advanced Microsoft Office skills, experience with a Maintenance Management System, knowledge of the trades (i.e. HVAC, landscaping, plumbing, electrical, etc.), knowledge of regulatory agencies and their requirements (AQMD or Cal OSHA), and knowledge of Building Automation Systems.

Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.
EXAMPLES OF ESSENTIAL DUTIES
• Plans, organizes, and directs a regional building maintenance program; exercises discretion in applying general departmental and division goal and policy statements; sets goals for the maintenance program being administered; sets objectives and creates the functional structure of the regional work unit, makes provisions for personnel and equipment needs; disseminates general departmental rules, along with other regulations, and determines consistency on sensitive matters; directs regional activities through subordinate supervisors by fixing broad limits and setting goals for maintenance of individual facilities; oversees the development and approves schedules and the establishment of work priorities; determines the sequence of maintenance projects as a phase of regional maintenance operational planning; assigns maintenance projects and work schedules through maintenance supervisors; works with and serves as the contact point for the Maintenance Division customers in an assigned region; provides strong and proactive communications and coordination with all appropriate departments, divisions, officials and maintenance service customers.
• Prepares reports on cost estimates and feasibility of projects; may draft or have prepared working sketches, requests for materials, and bid specifications; reviews or has reviewed plans and specifications submitted by architects on projects being done under contract and may make or authorize necessary changes, or make recommendations for changes to the Deputy Director; reviews and coordinates job requests with other department representatives and Maintenance Planner/Inspectors to clarify needs; estimates costs of material and labor on special projects; has inspections conducted to determine adherence to plans and specifications; ensures needed materials are ordered to meet project schedule deadlines; conducts research to determine liability for equipment and/or relocation costs; monitors progress on projects to ensure building facilities and equipment are located, relocated, or removed in accordance with agreements; plans and oversees safety programs and building environmental systems (heating, ventilation, air conditioning (HVAC), etc.); ensures that work unit activities are completed in a timely and efficient manner consistent with defined policies and requirements; reviews building codes, safety regulations, and health codes to ensure the County is in compliance.
• Assumes significant responsibility for the preparation and administration of a regional maintenance budget; prepares budget estimates and justification for maintenance programs, and provides for needed personnel and resources to support existing programs and new facilities; determines the need for contract services and prepares specifications; monitors compliance with terms of contracts through subordinate supervisors; assumes responsibility for a variety of personnel activities including performance evaluations, training, selection and disciplinary actions.
MINIMUM QUALIFICATIONS
OPTION I
Education: Possession of a Bachelor's degree from an accredited college or university, with major coursework in civil, mechanical, electrical, industrial engineering, or closely related architecture or construction technology field. (Qualifying experience may be substituted for the required education on the basis of one year of full-time experience equivalent to 30 semester or 45 quarter units of education).
OR OPTION II
Education: Possession of a Bachelor's degree from an accredited college or university, with major coursework in business administration or closely related field;
AND
Experience: Three years of management, administrative or supervisory experience in a facilities service/support environment, either in 1) Public buildings or major commercial development setting, with primary responsibility for directing the work of skilled trades, such as carpentry, plumbing, heating, ventilating, air conditioning (HVAC), or electrical; OR 2) A large scale physical plant operations and maintenance unit, which provided a working knowledge in all of the trade fields above; OR 3) Three years of work experience within either of the preceding work environments as part of a maintenance or construction program, with primary responsibility in maintenance planning, which required estimating, scheduling, and/or inspection of construction activities.
Knowledge of: The principles and practices of management and supervision, including scheduling, training, evaluating, and disciplining; the principles, methods, materials, tools, and equipment used in skilled trades and a building and grounds maintenance program; safety standards and provisions of building codes and other federal and State regulations applicable to maintenance and construction work required on public buildings and facilities.
Ability to: Plan, organize, lay out, assign, and supervise the work of a variety of craftsperson's performing routine maintenance, building repair, and alteration work; read and interpret blueprints; prepare or direct the drafting of working sketches and specifications; create, coordinate, and evaluate effectiveness of a variety of programs for building maintenance and operational needs and recommend and implement change; evaluate costs and other implications of performing in-house versus contract labor and make recommendations; communicate, interact, and deal effectively with personnel at all organizational levels; maintain and prepare records and reports.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
