About the Job
The County of Riverside's Department of Facilities Management has an opportunity for a Building Services Engineer who will be assigned to the Maintenance Services Division located in Indio .
Under general supervision, to be responsible for the maintenance and repair of a major County building or complex of buildings; to function as a working supervisor over a crew of journey level trade craft positions and/or related maintenance personnel; to operate, maintain, and repair all mechanical, electrical, pneumatic, air conditioning, and steam heating systems and auxiliary equipment; and to do other work as required.
Positions allocated to this class are characterized by the 24 hour responsibility for the supervision, maintenance, and repairs of assigned building operation systems such as air conditioning, steam heating, electrical, plumbing, and related mechanical equipment. Incumbents of this position are also characterized by their independent performance of a variety of journey level repairs and for functioning as a working supervisor over tradecraft and related maintenance positions as assigned.
The department desires candidates with prior supervisory or lead experience as well as those with trade maintenance experience such as electrical, HVAC, mechanical or pneumatics.

The Riverside County's Facilities Management Department provides property management and operations services for County owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of physical space. The department is responsible for keeping County buildings safe, comfortable, and productive for both County staff and the public.
EXAMPLES OF ESSENTIAL DUTIES
• Operates, tests, and maintains absorption and reciprocating air conditioning units and steam boiler plants; instructs and monitors the work of other journey level trade crafts, maintenance, and custodial employees.
• Reads meters and gauges, adjusts controls, and maintains a preventive maintenance schedule; makes emergency and routine repairs; operates, tests, and maintains auxiliary equipment, such as emergency diesel generators, air conditioners, electrical controls, water treatment equipment, pneumatic controls, electric motors, water purification apparatus, sewage and circulating pumps, and blast air valves.
• Keeps logs and other records of operations and maintenance of building equipment, including Emergency Operating Center equipment.
• Makes and/or directs repairs to a variety of other equipment and facilities such as plumbing systems, electrical lines, fans, suction machines, door closers, clocks.
• May monitor and perform inspections on contracted building construction projects; reads blue prints and orders necessary supplies.
MINIMUM QUALIFICATIONS
Experience: Five years of experience in the operation and maintenance of steam heating boilers, air conditioning systems, and related electrical, mechanical, and pneumatic equipment.
Other Requirements:
License: Possession of a valid California Driver's License is required as the incumbent will need to perform maintenance on facilities throughout the area.
A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.
Knowledge of: Methods, materials, and equipment used in building maintenance, repair, and installation work; low pressure steam boilers and auxiliary equipment; the operation of air conditioning and refrigeration equipment, and of electrical and plumbing maintenance; safety orders of the Occupational Safety Health Act dealing with heating, electrical, plumbing, and other mechanical systems; construction inspection methods and procedures.
Ability to: Read and write English at the level necessary for successful job performance; read blue prints, drawings, schematics, and related building plans; estimate the quantities of materials and supplies needed to complete a job; assess compliance with plans and specifications; plan and implement a comprehensive preventive maintenance program; keep records and maintain reports; establish and maintain effective working relationships; supervise, assign, and inspect the work performed by trade craft and maintenance personnel.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
