Position Title: Business Analyst 2 (Applications/Software Development)

Overview: The company is seeking a skilled Business Analyst with a background in technical and data analysis to support key projects, specifically within Medicaid IT-Contracted Systems. This role focuses on reviewing, analyzing, and improving business systems, with a responsibility for vendor oversight on ARPA-funded system enhancements. The Business Analyst will work closely with the Product Owner and Director of Medicaid IT to align project delivery with business needs.

Responsibilities:

• Business Systems Analysis: Review, analyze, and assess business systems and user requirements, recommending solutions that align with business strategies.
• Process Reengineering: Utilize industry-standard process mapping to identify opportunities for business process improvements and leverage technology for greater effectiveness.
• Solution Development: Prepare and present solution options, perform risk assessments, and conduct financial analyses, including cost/benefit analysis, ROI, and build-versus-buy considerations.
• Documentation: Write detailed documentation outlining user needs, program functions, and technical steps required for developing or modifying applications.
• Vendor Oversight: Support vendor management for system enhancements, ensuring alignment with customer requirements and compliance with project specifications.
• ARPA-funded Project Support: Contribute to enhancements supporting Long Term Care and other related applications, facilitating timely and accurate project delivery.

Candidate Skills and Qualifications:

Minimum Requirements

• 5 Years: Experience as a Business Analyst.
• 5 Years: Familiarity with Texas Medicaid systems.

Preferred Qualifications

• 8 Years: Experience with IT projects and strong knowledge of software development processes.
• 5 Years: Experience in Agile methodologies and delivery practices.
