Job Summary& &

The Business Analyst will be responsible for reviewing, analyzing, and evaluating business systems and user needs to align technology with business strategies. This role involves identifying new applications of technology to solve business challenges effectively. The Business Analyst will collaborate with the team to prepare solution options, risk assessments, and financial analyses such as cost/benefit, ROI, and buy/build evaluations. Additionally, the role involves writing detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs.& &

The candidate will work under the Director of Medicaid IT-Contracted Systems, assisting with multiple ARPA-funded system enhancements related to Long-Term Care and other ancillary applications. The role includes vendor oversight to ensure alignment between the enhancement delivery and the customer’s needs.

Key Responsibilities& &

• Review, analyze, and evaluate business systems and user needs.& &

• Develop systems that align with overall business strategies.& &

• Identify opportunities for business process reengineering and new technology applications.& &

• Prepare solution options, risk assessments, and financial analyses (e.g., cost/benefit, ROI, buy/build).& &

• Write detailed descriptions of user needs, program functions, and steps for system development or modification.& &

• Provide vendor oversight for system enhancements to ensure delivery aligns with customer needs.& &

• Support the Product Owner in managing the delivery of enhancements for Long-Term Care and ancillary applications.

Required Qualifications& &

• 5 years of experience as a Business Analyst.& &

• 5 years of experience with Texas Medicaid systems.

Preferred Qualifications& &

• 8 years of experience working on Information Technology projects.& &

• 8 years of knowledge in software development processes and practices.& &

• 5 years of experience with Agile delivery methodologies.
