About the Job
DSA is seeking a highly qualified Business Analyst with an active Top-Secret clearance to join our team in Winchester, VA. This is a unique opportunity to provide strategic IT support to the FBI to improve operation and efficiency of enterprise. Ability to work on a classified program for the FBI that does not require a commute into the Washington DC area. This position is based in Winchester, Virginia at the FBI's Information Management Division (IMD). The IMD not only oversees the records of the Bureau but also provides key services to law enforcement and to the American people.
IMD has affirmed a strategic initiative to foster technology innovation in support of the IMD mission. The
implementation of this initiative is the responsibility of the Technology Innovation Section (TIS). The TIS mission is to
deliver the best possible information management solutions to organize the FBI's information and make it appropriately
accessible and useful. TIS is transforming from a functional structure with separate development and support functions to
a portfolio-based model to be more customer focused and manage systems from project inception through system
retirement. TIS follows the Agile and DevSecOps methodologies and is working to achieve a Continuous
Integration/Continuous Deployment (CI/CD) capability, with the goal to provide functional and secure systems coupled
with outstanding customer service.

The Business Analyst will:
- Identify and define core business processes that drive value and require optimization
- Collaborate with stakeholders across processes, facilities, locations, units, and levels (staff to executive) to gain an understanding of business objectives, facilitate defining measurement solutions and implement business processes and techniques that drive performance
- Contribute to analyses to create a story with themes that clearly show issues and required actions that will improve performance
- Recognize data variances and trends, research causal factors and recommend possible solutions
- Support initiatives that track process adherence and performance to improvement plans, including, but is not limited to, the implementation of KPIs, SLAs and dashboards to monitor process and drive accountability
- Research best business practices within and outside the organization to establish benchmark data
- Analyzes and measures the effectiveness of existing business processes
- Determines how new information technologies can support reengineering business processes
- Prepare and analyze management and site-specific reports
- Work closely with Business Intelligence/IT to automate standard reporting
- Complete change management assessments and change management strategies
- Creating actionable deliverables, such as a communication plan, roadmap, coaching plan, training plan, or resistance management plan
- Apply strong analytical and technical skills to document findings in accordance with approved quality procedures and standards
- Participate in development and delivery of reports, dashboards, and other communication to meet the needs of program stakeholders, increase risk awareness, and support decision making
- Defining and measuring success metrics and monitor change progress
- Analyze and document functional requirements, business process drawings/flow charts, functional specifications, requirements roadmap
- Participate in the validation and traceability of functional requirements to functional specifications, system technical specification
- Support and document revised business processes
- Five (5) plus years' experience with a proven record of success in business process analysis and process improvement initiatives
- Demonstrated facilitation skills and process-driven analytical skills
- Ability to participate on multiple efforts simultaneously
- Excellent verbal and written communication skills. Ability to communicate effectively with team members, stakeholders, and management on both the business and IT sides
- Software Skills: MS Visio, MS Excel, MS Power Point, MS Word
- Working knowledge in process development, business process reengineering, and performance improvement methodologies
- Ability to apply process improvement and reengineering methodologies and principles to conduct process modernization projects
- Proficient experience in process mapping, data analysis and project management
- Ability to analyze business and technical processes to formulate and develop new and modified business information processing systems
- Represent business stakeholders to define functional requirements and business cases for the process improvements and technology developments
- Ability to organize data from multiple sources and turn large data sets into meaningful, actionable information
- Ability to use data visualization to tell a clear and compelling insight
- Ability to analyze and interpret complex documents and implementation plans
- Provide group facilitation, interviewing, training, and additional forms of knowledge transfer.
- Proficient skills in Microsoft Office with advanced skills in Excel spreadsheets and PowerPoint
- Adept at working with customers to extract business requirements and preparing documentation
- Verbal and written communication skills
- Business acumen and detail-oriented
- Critical thinking skills and a quick learner
- Demonstrated experience and expertise in business models and technology integration
- BA/BS degree in business or technical field.
Mission Information
IMD regularly responds to name check requests from approximately 50 authorized federal agencies to determine whether a specific individual has been the subject of or mentioned in any FBI investigation, and if so, what—if any—relevant information may be disseminated to the requesting agency.
The IMD responds to many Freedom of Information Act and Privacy Act requests every year from the news media, citizens, and others around the world. It also maintains a high-tech electronic reading room called the Vault, which contains nearly 7,000 FBI records and other media scanned from paper into digital copies so they can be read and searched from any computer, anywhere. In addition, the
IMD:
Ensures that accurate, reliable, and trustworthy records of all FBI activities, investigations, policies, and transactions are created, maintained, and disposed of in accordance with legal authorities, professional standards, and best business practices.
Ensures that the power of information technology is harnessed and exploited to create, manage, and dispose of records in the most effective and efficient ways, including conversion to another medium when appropriate.
Ensures that the American people are accurately and timely served in their quest for information about the activities of the government through the review and dissemination of FBI information response to requests made under the provisions of the Freedom of Information and Privacy Acts.
Ensures the national security of the United States is safeguarded by reviewing, analyzing, and disseminating appropriate information about the activities of people and groups documented in FBI records to the appropriate government agencies.
