A government Agency, located in Ventura, CA, is seeking a Business Applications Manager for a long term (6-12+ months) contract role. Under general direction, this position will provide leadership and management of the IT Business Applications and Integration teams. Such responsibilities encompass the implementation, management and support of enterprise business application systems, integration, the development of custom applications and custom integration. The IT Business Applications Manager provides leadership and oversight to non-clinical organizational and departmental systems as well as enterprise application integration. This includes but not limited to KRONOS, PeopleSoft, ServiceNow, Custom Application Development, SharePoint, as well as HL7, FHIR, and custom application integration. This position confers with and advises customers on business challenges and possible solutions using technology. Responsible for leading teams that assist user groups with identifying needs and opportunities for improvements and implementing and maintain systems.We are looking for a tech-savvy, business-savvy, mission driven and dynamic individual with a strong focus on business delivery and improvement, who can work with the technology and business teams to identify opportunities for improvement in areas of highest impact across the agency, providing business solution, shaping technology, and delivering digital strategy.EXAMPLES OF DUTIESDuties may include, but are not limited to the following:* Manages the Business Applications team, Integration team, and project management for Healthcare Business Applications services* Manages the business application portfolio, ensuring effective operational support and delivery. Establishes and maintains business applications and integration roadmap. Responsible for application life cycle management* Manages the development and/or implementation of healthcare business applications including but not limited to KRONOS, PeopleSoft, ServiceNow, Custom Business Applications, SharePoint, CorePoint, other enterprise business applications and healthcare technologies* Manages and ensures efficient interface and/or integration of enterprise applications across multiple technology platforms. Manages development and maintenance of HL7, FHIR, custom integration, and healthcare technologies integration* Develops annual work plans used to achieve goals and performance metrics. Participates in leadership activities for division, contributing to the achievement of goals and objectives; evaluates team performance* Actively involved in the design, implementation, and administration of business applications to meet project requirements and agency's security and reliability standards. Serves as a key subject matter expert on complex and/or critical business issues and processes* Assembles and directs large project teams, develops detailed project plans and schedules and monitors budget and resources* Develops change management processes, configuration updates and guidelines* Ensures successful handover of systems and appropriate documentation, enabling production support and appropriate training for IT Support staff* Stays abreast of Healthcare IT and applicable federal and state laws. Maintains up-to-date awareness of industry and technology trends and makes recommendations for implementation of new/upgraded systems and technologies which could be useful in supporting and/or advancing the initiatives and goals of the agency. Assists in research and development of improvements to Information Technology environment* Performs other related duties as required. TYPICAL QUALIFICATIONSEDUCATION, TRAINING, and EXPERIENCE Bachelor's degree from an accredited college or university with a focus on Business Administration, Information Technology, or Computer Science or closely related field AND five (5) years of management experience including supervisory experience in a health care environment. Extensive experience in technical project and development team management including the integration of diverse technologies into a comprehensive system, budget development, and managing customer relations and multiple concurrent projects. Additionally, progressive technical work experience supporting relevant technology leading to journey/lead level expertise as a subject matter expert is required. NECESSARY SPECIAL REQUIREMENTS * Possession of, or ability to obtain, a valid California driver license. * Knowledge and experience with EHR and other clinical, financial, and support systems, Revenue Cycle, and ERP systems* Fluency with programming languages (C#, .NET, Java, Python, or other similar object-oriented programming languages), HTML, SQL, Power BI, and software development tools* Knowledge and experience with Systems Development Life Cycle and implementing IT solutions in healthcare on an enterprise scale* Experience with application integration* Must have hands on experience with Applications Development, Applications Management and Support, and Integration in a healthcare environmentDESIRED * Graduate Degree in business or related field * Knowledge and experience with systems such as Cerner EHR, MS Exchange, PeopleSoft, Imaging, ServiceNow or other ticket systems.? * Knowledge and experience with HL7, FHIR, and CorePoint Interface Engine * Project management and strategic planning experience * Excellent communication skills, both oral and written including specific skills such as presentation skills, leading/participating in group sessions, and the ability to communicate complex subjects to all levels of staff and management. * CPHIMS (Certified Professional in Healthcare Information and Management Systems), PMP, or ITIL certification
