Roles and Responsibilities:
The Client adopted a new Building Emissions Performance Standard (BEPS) Policy which is projected to reduce building related carbon emissions by 27% by 2050, making it one of the most impactful climate actions adopted for Seattle. The Office of Sustainability and Environment (OSE) oversees the City’s existing Buildings and Energy programs, which include the Energy Benchmarking C Reporting (EBR) program, the Building Tune-Ups (BTU) program and the Seattle Clean Buildings Accelerator program. In addition, OSE directed the development of the new BEPS policy and will oversee the implementation and management of the BEPS program. Successful implementation of this policy and achieving its goals of addressing the climate crisis and creating cleaner buildings for Seattle is one of the Mayor’s top priorities.
To manage the existing Buildings and Energy programs, OSE’s staff utilize multiple internal tools, external systems and APIs that have been pieced together as the programs have evolved over time. Some critical functions, such as abonafideclientrelationshipmodule(CRM),helpdeskfunctionalityandanonlineportalsupportingbuilding ownersintheircomplianceefforts,donotexistatthelevelneededtosupporttheBEPSprogram.ThenewBEPS program offers multiple compliance pathways and alternative compliance payments, in addition to varied timing and requirements based on building size and other factors.
This project will determine the comprehensive technology solution that will support the ongoing implementation of the City’s Building and Energy programs. The identified solution will address interim improvements to support the existing Energy Benchmarking C Reporting program, provide new capabilities required to administer the Building EmissionsPerformanceStandardlaw,andenabletheconsolidationoftheseprogramsontooneplatform.
The Business Project Manager (BPM)
Business PM will focus on the overall business objectives and align the project with the OSE goals. They will be the primarycoordinatoranddriverofdeadlinesforthisproject.
Role duration:
Fromtheproject’sPlanningStageKickoff(asap)toImplementationPhase1Go-Live(between11/01/2025to 01/31/2026), with the option to extend to future phases if business requirements revealed over the course of the project require this position.

Requirements Gathering and Scope Management:
- Support IT BA and BBA, work with business units to ensure business requirements are gathered and translated into project objectives.
- Defineprojectscopefromabusinessperspectiveandensurealignmentwithbusinessneeds.
Change Management:
- Oversee the change management process within the business, including training and transitioning the organization to new processes or systems.
- Ensure end-user adoption and minimize resistance to change.
Business Process Improvement:
- Focus on improving business processes through the implementation of new systems and changes.

Communication:
- Develop, manage, and track progress against the project schedule
- Primary communicator between the business and IT Project manager and project team.
- Ensure that all business-side stakeholders are regularly updated on project progress and risks.
- Ensure project management deliverables (except deliverables that solely exist to comply with ITD Stage Gates) are created and maintained. This includes a detailed project schedule, communication plans, project RAID (Risks, Assumptions, Issues and Dependencies), change log; meeting minutes; project status reports
- Collaborate with project sponsors, steering committee, teams, business SMEs, City’s vendors, IT
- teams, and other key stakeholders to ensure project progresses as planned.
- Coordinate activities within the project team; escalates issues as necessary
