SUMMARY DESCRIPTION:
Under the supervision of the Sourcing Manager the Buyer shall administer the centralized procurement functions of the school system, which includes formal bidding and procurement methods that require experience, knowledge, professionalism, and administration. Assess and perform analysis on data, and prepares data to include Capital, Technology and Academic Sourcing Services functions of organization. Responsibilities require understanding of both theory and practice.
Essential Job Functions
1. Administers the assignment of special bids and/or specification development, reviews and approves formal bids specifications and contract drafts prepared by designated professional staff.2. Coordinates the preparation of the exhibit of contract recommendations and statistical data of vendor participation.3. Prepares designs, evaluates and issues bid specifications; conducts pre-bid meetings and bid openings, and confers with school administrators and office heads to prepare contract documents for designated specifications.4. Conducts appropriate specification research to support construction products, commodities or services for product specifications, performance standards, contract requirements and funding sources.5. Coordinators the annual development of the internal catalog process documenting approved texts, supplies and equipment of instructional and operation activities for schools.6. Supports procurement of strategic sourcing or goods, services and equipment for sourcing services areas.
7. Supports objectives regarding cost, quality, delivery, availability and reliability requirement.
8. Identifies and develops relationships with suppliers.
9. Oversees, reviews, and approves expenditures for the area of responsibility; provides fiscal data for preparation of the annual budget.
10. Collaborates with supervisor and other District staff to develop short- and long-range plans for assigned program or functional area.
11. Researches and explores feasibility of implementing new methods, technologies or programs; studies and tracks price trends, market conditions and availability.
12. Develops, schedules, implements, monitors and evaluates all programs, projects and operations in area of responsibility.
13. Researches, compiles data for, and prepares various statistical, administrative and/or financial reports as required.
14. Performs other duties as assigned.
Minimum Qualifications
Bachelor’s degree in Accounting or Business plus an additional 2 years related experience, or equivalent, for a total education/experience of 6 years.
Degree Equivalency Formula:Bachelor’s Degree = 4 years plus required years of experience.Master’s Degree = 2 years plus required years of experience. Where Master’s degrees are required, years for Bachelor’s Degrees must be included.
