Community Programs is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). In addition to other responsibilities, this position may lead the tracking, reporting, quality assurance, and billing efforts for CalAIM, a Medi-Cal waiver program. They will supervise and support a team of data scientists who will provide data collection, analytic, and billing support for CalAIM services tracking and Medi-Cal billing while simultaneously building dashboards and providing regular descriptive analyses.
ESSENTIAL FUNCTIONS
1. Management and Supervision
- Provides administrative and technical supervision to their team of data scientists who are responsible for conducting data science projects and other advanced research and analytics.
- Plans, organizes, supervises, manages, and evaluates highly technical and complex assignments.
- Creates plans designed to accomplish long-term goals
- Ensures work is prioritized appropriately and that all deadlines are met
- Supports individual team members in their professional goals
- Responsible for the quality and accuracy of team deliverables
2. Reporting and Analysis
- Ensures regular reporting occurs within specified deadlines
- Oversees the development, implementation, and maintenance of reports, dashboards, and analysis tools
- Regularly manages special projects and assignments, such as ad-hoc department reporting and program analyses
- Ensures that processes and procedures used for all reporting and analyses are rigorously documented
3. Database Development and Maintenance
- Takes the lead in the buildout of a new Community Programs database, including overseeing data onboarding and cleaning
- Collaborates with IT group and program managers to identify departmental or divisional business needs and issues of strategic importance; implements enhancements to existing systems, recommends alternative systems, and assists in developing and implementing new data engineering, data modeling, and data science solutions as appropriate
- Helps refine program management practices through the creation of new reporting and analytical tools
- Supervises the design, buildout, and maintenance of analytical support tools to be used within the Department of Health Services, by housing and service providers, and by other external stakeholders
4. Project Management:
- Convenes and facilitates discussions with stakeholders to design and implement tools and reports
- Manages the design, development, implementation, and maintenance of reports, dashboards, and analysis tools
5. Program and Provider Support
- Provides regular analyses of the impact of changes in management practices and policies
- Designs program reports, analyzes performance, and provides resulting analyses to stakeholders.

- Creation of tracking tools and dashboards for CalAIM stakeholders
- Quickly and effectively troubleshooting bugs
- Designing and implementing creative solutions for new and changing program requirements
- Delivering timely and accurate responses to ad-hoc data-related requests
- Shepherding data-driven continuous quality improvement initiatives for CalAIM service providers
- Ensuring that internal and external quality assurance, performance, and operations reports meet needs and are delivered regularly
- Ensuring that all billing and required reporting go out accurately and on time
JOB QUALIFICATIONS
The ideal candidate has experience working directly with a client-centric relational database and with managing individuals. They have strong technical knowledge and are comfortable advising on complex build outs within a SQL database. They are comfortable with a variety of analytical tools and have taken the lead on projects where the best path forward is unclear. They are a seasoned manager and effective facilitator. They have a customer service mindset.
Education/Experience
Option I: Two (2) years of experience leading* the development and application of methods to identify, collect, process, and analyze data using advanced statistical prediction, inference, and optimization and providing ongoing support to decision-makers to strengthen data-driven program design and management, at a level equivalent to the Los Angeles County class of Senior Data Scientist.** Must have at least four (4) years of successful supervisory history with polished oral and written communication skills.
Option II: ***A Bachelor’s degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health that includes 12 semester or 18 quarter units of coursework in data science, predictive analytics, research methods or statistical analysis**** - AND- Eight (8) years of experience, including four (4) years supervising a team of data science professionals and serving as subject matter expert*****, and coordinating and overseeing complex****** data science projects to support program, policy, and operational decision-making. A Master’s or Doctoral degree from an accredited college or university in applied research, such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health, may substitute for up to two (2) years of experience. Must also have polished oral and written communication skills.
*For this examination, lead experience is defined as assigning, coordinating, and reviewing the work, ensuring proper work methods are followed and providing technical assistance and training. A lead person is a Senior Data Science team member who provides technical assistance to other team members but does not supervise.
**Experience at the level of Senior Data Scientist is defined as:
Under general supervision, leads* the development and application of methods to identify, collect, process, organize, and analyze structured and unstructured data using advanced statistical prediction, inference, and optimization; effectively communicates results to decision-makers and provides ongoing support to strengthen data-driven program design and management.
***In order to qualify under Option II, you must provide a legible copy/image of your official transcripts from an accredited institution which shows the degree conferred, the area of specialization, and the relevant course work specified in the Requirements at the time of filing, or by email to the analyst within seven (7) calendar days of filing online.

*****Subject Matter Experts (SMEs) are persons who have developed expertise about a particular job classification over time through academic learning and experience in the various Data Science domains.
******For this examination, complex refers to any project that contains the following steps:
Business Understanding, Data Mining, Data Cleaning, Data Exploration, Feature Engineering, Predictive Modeling, and Data Visualization.
