  Job Summary
  
  The Cancer Screening Quality Improvement (CSQI) Program, located within the Health Promotion and Chronic Disease (HPCD) Division, has an exciting opportunity for a Planning Director State to join our team! This position coordinates statewide CSQI activities including healthcare quality improvement work to increase population-wide screening rates for breast, cervical, and colorectal cancers.
  
  Responsibilities of this position include but are not limited to:
  
  • Serve as team lead for the CSQI Program.
  • Expand and maintain statewide network of clinics that prioritize increasing cancer screening rates by implementing Centers for Disease Control and Prevention (CDC) interventions.
  • Build partnerships with stakeholders such as community-based organizations and health systems to assist with program implementation.
  • Develop and implement strategic plan focusing to achieve Cancer Plan Minnesota goals for breast, cervical, and colorectal cancer screening.
  • Provide support and leadership for the Minnesota Cancer Alliance (MCA) and MDH's Comprehensive Cancer Control Program.
    Work may be conducted in-person in St. Paul, or as telework for applicants who reside in MN, IA, WI, ND, or SD, based on the business needs of the unit and supervisor discretion. Position location will be determined by the top candidate and will be based out of the closest Minnesota Department of Health office location: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, or Fergus Falls. Attendance to monthly in person meetings in St. Paul is required in addition to quarterly meetings.
    
    Qualifications
    
    Minimum Qualifications

    Four (4) years of comprehensive public health or health care administration experience in cancer control. Experience to include all of the following:
    
    • Plan, lead or coordinate/manage cancer control projects.
    • Grant management.
    • Utilization of electronic health record data and health care systems.
      Knowledge, skill and abilities to be assessed at interview:
      
      • Considerable knowledge of health education and promotion, specifically breast, cervical, and colorectal cancer screening program objectives.
      • Knowledge of state and local public health systems.
      • Organizational skills sufficient to coordinate project deliverables, relationships with partner/stakeholders, and timelines.
      • Communication skill sufficient to facilitate group meeting as well as write and prepare reports, presentations, and grants and convey complex information in plain language.
        Preferred Qualifications
        
        • Experience strategic planning for public health programs.
        • Experience in quality improvement related to chronic disease prevention and/or cancer screening.
        • Experience with governmental budgetary requirements and grant/contract proposals.
        • Experience with clinical payment and reimbursement systems for services.
        • Experience integrating health equity principles in strategy work.
          Additional Requirements
          
          • Must successfully pass a background and reference check.
          • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
          • The successful candidate under U.S. Citizen and Immigration Services regulations must be able to accept work in the U.S. by the day employment begins. The agency is unable to offer H-1B sponsorship.
