The County of Santa Barbara's General Services Department is accepting applications to fill a full-time vacancy for the Capital Division Chief in Santa Barbara, California. This position is categorized as a Capital Projects Manager III. This position is at-will and exempt from civil-service provisions.
The Position:
Under direction, the Capital Division Chief is responsible for leading a full-service capital projects division within the General Services Department accountable for: managing capital construction projects including scope development, project documentation, cost estimating, project monitoring, payables and change order authorization, quality control, FF&E (furniture, fixtures, and equipment), project research, project tracking, and construction; coordinates assigned activities with staff in other divisions and departments; provides highly responsible and complex staff assistance and administrative support to executive management staff; and performs other duties as assigned.
The County has an inventory of over 400 facilities and properties that require on-going improvements and maintenance. The incumbent has responsibility for the management of the overall capital project and program portfolios, and providing the financial oversight, problem solving, coordination and communication required to successfully implement and complete the capital projects throughout the County. The successful candidate will be responsible for leading the annual countywide Five-Year Capital Improvement Program (CIP) process, managing the efforts of staff to ensure consistency in project development, cost estimating, and developing and implementing strategies for continuous process improvements.
Reporting directly to the Assistant Director, the Capital Division Chief is responsible for planning, directing and managing the County's multi-million-dollar Capital program created to support the County's goals and priorities. The position exercises a considerable amount of independent judgement and discretion in directing staff and providing significant input and guidance to the Department Director, Assistant Director and County Executive Office regarding all phases of assigned projects.
The Ideal Candidate will have:
- Demonstrated experience leading staff and teams and providing oversight of significant large scale, multi-million-dollar capital projects from inception to completion.
- Experience with the development & management of significant projects as part of a larger 5-Year Capital Program.
- Experience with public sector projects, knowledge of public contract codes and experience managing projects within the structure of local government a plus, including preparing materials and making presentations to the Board of Supervisors and other stakeholders.
- Clear understanding of the principles of project management, including: project scope, budget, scheduling, contract execution, and human resource management.
- Experience utilizing various project delivery methods including design-bid-build, design build, Job Order Contracting, and Construction Management at Risk public projects employing prequalification of major trades.
- Knowledge of the regional construction market, and experience with local vendor outreach.
- Demonstrated experience supervising and evaluating staff.
- Understanding of construction management that includes documentation and contract administration and negotiation.
- Solid writing skills to prepare and write clear and concise documents (e.g., memoranda, board letters, correspondence, contracts and supporting documentation).
- Computer skills, with proficiency in M365 or other collaboration software, Microsoft Suite, AutoCAD, Visio, SharePoint and Project Management Software.
- Exemplary customer service skills and experience working with the public, elected and appointed officials, community groups, commissions, advocacy groups, and various other boards.
- Ability to effectively coordinate with a variety of stakeholders.
- Experience implementing provisions of the American with Disabilities Act (ADA) and Chapter 118 of the California Building Code in the design and construction of facility improvement projects.
- Knowledge of the process to comply with the California Environmental Quality Act (CEQA).
- Enthusiasm, excitement and the professionalism to lead the Capital Division to new heights and to execute the Calle Real Master Plan, a $400+ million recapitalization of the County’s campus in Goleta, CA.
