Career Quality (Evaluator) Specialist - OMS Field Services, LLC

OMS Field Services is looking for a Career Quality Specialist to work in our clients Vegetation Management program. Specialist will proctor VM assessments. Qualification assessments will focus on a specific area of skill/knowledge including, but not limited to, any task(s) preformed within vegetation management work may involve chainsaw use, tree felling, climbing, & cutting aloft, limbing & bucking, and use of aerial lift. Business conduct must occur in accordance with OMS policies and procedures and be aligned with the goals of OMS.

Essential Functions:

• Coaches the performance and administration of initial and subsequent complex and non-routine Assessments,
• Internal
• written or computer-based assessments and field observations of knowledge and skills including new and/or difficult skills and techniques, working independently.
• Coaches the preparation of employees for the entire qualification process, both written/computer testing and field observation, through effective communication and tail boarding. Ensures employees understand the purpose and process.
• Shares outcomes, observations, trends, gaps and issues with direct supervisor, the employee’s supervisor and/or manager that contribute to the development and implementation of mitigating strategies as needed.
• Addresses gaps and issues identified to improve Assessments, coaching tools, process, and/or materials.
• Ensures the assessment/qualification processes are followed, and qualification records are maintained in compliance with qualification program requirements.
• Contributes to the enhancement of new assessment/qualification tests and processes.
• Collaborates with stakeholder groups to ensure appropriate process/asset recommendations are being implemented and maintained.
• Coaches less experienced team members.
• Ability to perform an aerial rescue.
• Other duties as assigned by OMS or the client.

Qualifications:

• High School Diploma or equivalent.
• Any technical or continued education in related field. (Forestry, Utility Vegetation Management and/or Logging)
• CPR/First Aid
• Three (3) years of experience in the arboriculture industry or military experience and (4) year in the arboriculture industry
• One (1) year in trainer or safety position
• Five (5) years performing work relevant to assessments
• Required to maintain a Class C driver’s license, including participating in Employer Pull Notice Program (EPN), with DMV.
• Conduct a background check, drug screening, and physical exam.
• Approval by Client Representative

Preferred:

• OSHA 30 Hour Certification
• Certified Treecare Safety Professional (CTSP) or Consulting Utility Forester Safety Professional (CUFSP)
• Certified Arborist or other International Society of Arboriculture (ISA) Credential
• Electric Hazard Awareness Program (EHAP).
• OSHA 30 (with focus in Elec Power).
• Commercial Driver’s License.
• Utility Line clearance.
• Three (3) years heavy equipment operating experience.

• Bilingual (English/Spanish)

Competencies:

• Knowledge in technical discipline for which incumbent is performing assessments.
• Good understanding of specific work methods and procedures, including all safety practices.
• Written and verbal communication and interpersonal skills to effectively coach and provide feedback.
• Proficient in Microsoft Office: Word, Excel
• Knowledge of OSHA Logging Regulations, ANSI Z133 Standards and PG&E Safe Work Practices.
• Can personally pass assessments with competent or proficient level.
• Can perform assessments on others.

Working Conditions: 
Environmental Factors:  Indoor and outdoor conditions; exposure to heat, cold, potentially hazardous chemicals, toxic materials; work on/walk on slippery or uneven and potentially mountainous terrain.  Noise level is usually moderate.
