This is a part-time position, 20-25 hours per week with a starting rate of $27.29 - $31.82 per hour.
SCOPE OF WORK: Performs outreach, recruitment, and program coordination of a partnership between DHHS and CCSNH to apply state assistance to recipients who are eligible for training programs. This individual leads the development of the outreach and recruiting strategies, cultivates community partner relationships, implements tactics to identify and encourage SNAP participants to enroll in available training programs, and provides support from end-to-end of both participants and partners. This position shall report to Director of Workforce Development.
ACCOUNTABILITIES:
- Works closely with WDC Director and Program Managers to develop recruitment strategies for SNAP participants within CCSNH’s effort to expand access and upward mobility to these NH residents.
- Collaborates with strategic partners to meet program goals and participates in creating outreach efforts and marketing initiatives to enroll SNAP participants in NH, which includes underrepresented populations.
- Assists with identifying, planning, and conducting communications and lead information sessions at locations and community-based organizations providing services to SNAP audience.
- Maintains an updated calendar and status of outreach activities.
- Determines student program enrollment status, in conjunction with DHHS staff, prior to performing any action subject to 50% reimbursement.
- Directs students to the appropriate State agency/resource for initial application for State Assistance and/or ongoing benefit eligibility determination, as needed.
- Maintains working knowledge of partnership program and state assistance eligibility requirements.
- Serves as liaison between strategic partners, CCSNH, industry sectors and organizations to provide referrals to CCSNH training programs.
- Provides recruitment information to SNAP participants regarding training available.
- Collaborates with the DHHS staff to create and manage a strategic outreach plan and implement specifics tactics to recruit SNAP participants to meet and/or exceed program goals.
- In collaboration with the outreach community in NH, engages in program activities and opportunities to build community locally to increase training awareness.
- Works closely with the WDC Director, Program Managers and DHHS to oversee overall communication strategies for available programming.
- Partners with management to effectively use data and analytics to identify trends and create solutions to increase outreach.
- Remains current with new technology systems to support clients.
- Adheres to confidentiality requirements.
- Complies with all system, college, state and federal rules and regulations.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from a regionally accredited college or university with major study in psychology, social work, human services, behavioral sciences, education or related field. Each additional year of approved formal education may be substituted for one year of required work.
Experience: Two (2) years’ experience in case management, employment counseling, workforce development, program development, program outreach and enrollment for organizations. Each additional year of approved work experience may be substituted for one year of required formal education.
OR
Education: Associate’s degree from a recognized college or university with major study in education, business administration, public administration, or human resources management. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four (4) of experience in corporate/business training, teaching, academic or career advising, curriculum/training program development, and/or human resources with responsibility for program planning, monitoring, and evaluation.
License/Certification: Valid driver’s license for travel throughout the state.
DESIRED QUALIFICATIONS: Experience in developing, implementing or working in career development/coaching services in sales, marketing, business development and /or customer services sectors. Demonstrated ability to professionally deliver presentations to small and large groups in person and via web-based media. Ability to work in a team environment and manage multiple tasks efficiently and effectively. Ability to work a flexible schedule. Bilingual desired.

Must be willing to maintain an appearance appropriate to assigned duties and responsibilities as determined by the college appointing authority.
