**JOB DEFINITION:**
At the Navigation Center, people will be referred and welcomed as singles or in pairs, with pets, and with access to secure storage for large quantities of belongings. The dormitory-style living facility has no curfew and provides shower, bathroom, laundry and dining facilities, as well as comprehensive case management, mental and behavioral health services, and connections to benefit programs and housing, all in one location. By creating a safe indoor space that people living outdoors will accept, staff will be able to build relationships to help folks stabilize in more permanent housing settings and care as needed.
Part of a 24 hours a day, 7 days a week team of professionals providing emergency shelter and service navigation for unsheltered individuals experiencing homelessness. The Navigation Center Case Manager Supervisor provides leadership, coordination, training, scheduling and supervision for the Navigation Center Case Managers. Case Managers work with clients one-on-one to create comprehensive plans to secure housing and services that will end their homelessness. This position also provides leadership in coordination with HUman Services Department, the Homeless Outreach and Provider Ecosystem (HOPE) Team, and other outside entities in referrals to and operations of the Center.
**MAJOR DUTIES AND RESPONSIBILITIES:**
+ Assist Project Manager in planning, implementation and coordination of Navigation Center services.
+ Assure compliance with all relevant contract and procedure requirements.
+ Collaborate with key partners and stakeholders, including the HOPE Team and the City of Seattle, to ensure smooth operations and communication.
+ Promote and maintain positive relationships with the surrounding neighborhood.
+ Teach and promote core DESC values, crisis intervention and de-escalation skills, and causes and effects of homelessness essential to ensure the safety of clients and staff.
+ Provide individual supervision and consultation for team members, assisting with assessment and goal plan development, behavioral health referrals and staff training.
+ Provide supervision and direction to staff in housing acquisition activities with Center clients, including income acquisition and barrier mitigation.
+ Supervise, schedule and evaluate Case Managers to ensure effective operation of the Navigation Center.
+ Coordinate case manager hiring and orientation; assist in the hiring and orientation of other Navigation Center staff.
+ Consult with other staff regarding cases and client issues.
+ Provide leadership at Center in absence of Project Manager as needed.
+ Engage clients and maintain working relationships through creative, resourceful strategies which build trust and confidence.
+ Supervise and support case management outreach efforts within the community.
+ Provide training and support for case management team in conducting housing assessments and coordinating with relevant systems for housing and services.
+ Participate in Coordinated Entry planning activities as assigned. Liaison with external agencies as assigned in service of Navigation Center client outcomes.
+ Provide, directly and indirectly, intensive case management to facilitate client access to housing, medical and behavioral health care, financial assistance and vocational training or employment.
+ Provide and support crisis intervention and counseling services for clients.
+ Provide strong harm reduction-oriented service interventions and train and support staff in harm reduction.
+ Maintain own caseload if assigned; develop plans and follow-up strategies for clients on caseload.
+ Maintain service notes and files in an orderly, up-to-date manner.
+ Become familiar with local employment, housing, and other resources.
+ Coordinate with other DESC programs and community providers to assure continuity of client care and successful transition of clients to long-term providers as appropriate.
+ Participate in the on-call rotation with other supervisors and managers to provide consultation, coverage and crisis intervention as assigned.
+ Work shifts as assigned covering milieu to maintain order and communication and enforce agency rules.
+ Participate in staff meetings and training sessions.
+ Other duties as assigned.
Requirements
**MINIMUM QUALIFICATIONS:**
+ Bachelors degree relevant to social services or management. Demonstrated ability to supervise or lead teams in a fast paced, complex, social service or other programming may substitute for degree requirement. See below for details.
+ Two years of relevant work experience in human services, preferably working with adults challenged by homelessness, economic disadvantages, mental illness and/or substance use disorders. Personal lived experience may substitute for some of the work experience requirements.
+ One year supervisory or leadership experience.
**PREFERRED QUALIFICATIONS:**
+ Masters degree in social work, counseling, administration, public health, or other relevant degree
+ Case management or housing navigation experience (Shelter CM only) experience
+ 2+ years supervisory experience in settings serving people with histories of homelessness and/or behavioral health conditions.
+ Valid Washington State driver's license
**EDUCATION / EXPERIENCE REQUIREMENTS:**
1. Bachelor's degree in relevant degree, or
2. Bachelor's degree in any field and 1 additional year of paid case management experience in social services, or
3. Relevant associates degree and 2 additional years of relevant paid case management work experience, or
4. Any Associates degree and 2 additional year of highly relevant case management work experience, and formal training in supervisory skills to demonstrate an ability to successfully perform the job, or
5. A combination of 2 years of highly relevant paid case management work experience, 2 additional years of relevant work experience, and formal training in supervisory skills to demonstrate an ability to successfully perform the job. DESC CSS and CM roles are considered highly relevant.

$90,063.60 - $101,927.52 annually
