With transformation and modernizationcomes a lot of change – change to the way current processes are done, changes towho does what, and when. And change is difficult for any organization.The Change Execution Consultant will play a key role in ensuring our digitaltransformation IT projects meet objectives on time, with the right resources,and on budget by leading the development of employee training, increasingemployee adoption and usage, and ensuring new / revised processes areimplemented to provide maximum benefit with as minimal impact on day-to-dayoperations as possible.This person will focus on the people side of change – including changes tobusiness processes, systems and technology, job roles and organizationstructures, and business unit training development. The primary responsibilitywill be creating and implementing change execution strategies, working withINDOT project managers, business leaders and partner vendor implementors tosupport planning for and execution of employee adoption and usage to minimizerisk to implementation. The Change Management Consultant will work to drivefaster adoption, higher crucial utilization and greater proficiency of thechanges that impact employees in the organization to increase benefitrealization, value creation, ROI and the achievement of successful results andoutcomes.SupervisionThis position is part of the INDOT Digital Transformation Project ManagementOffice (PMO). While the Change Execution Consultant does not have direct INDOTemployee supervisory responsibility, this person will be responsible for leadingchange management and training best practices and will have responsibility formanaging vendor training support staff.This position will have to work collaboratively with many others in theorganization to succeed. The Change Execution Consultant will act as a coach forsenior leaders and executives in helping them fulfill the role of changesponsor. The Change Execution Consultant may also provide direct support andcoaching to frontline managers and supervisors as they help their direct reportsthrough transitions. The Change Execution Consultant will also support projectteams in integrating change execution activities into their project plans.Roles and Responsibilities:• Apply a structured change methodology and lead change management activities• Assess the change impact on individuals and organizations and capacity toexecute change• Complete change management assessments (e.g. risk, strategic alignment,sponsorship, capacity, etc.)• Create and execute a change management strategy while ensuring it aligns withorganization pillars and strategic plan• Identify, analyze, and prepare risk mitigation tactics• Proactively identify and manage anticipated resistance• Consult and coach project teams about the value and integration of changemanagement within project management to ensure team readiness• Create actionable change management deliverables: (e.g. change portfolio withsuccess measures, communications plans, organizational strategic pillaralignment, sponsor roadmap, management coaching plans, training plans,resistance management plans, etc.)• Support development and execution of communications strategies and plans tobuild necessary commitment• Lead development and execution of training efforts• Work directly with change sponsors and leaders and multiple levels to helpstrengthen their sponsorship skills• Assess organizational culture to identify consistency with change and gapsthat need to be addressed• Support change management at the highest level by coaching executives,managers and supervisors in preparing organization and staff for change• Integrate change management activities into overall master portfolio• Evaluate and ensure user readiness• Identify key stakeholder talent who play a role in the organizationscommitment to change• Regularly track and report issues for successful change implementation andrealization• Define and measure success metrics and monitor change progress• Support change execution capabilities building across the organization(leaders, managers, program/project leaders, front-line employees, etc.)Skills and Qualifications• Experience and knowledge of change management principles, methodologies andtools• Experience with large-scale enterprise digital transformation / modernizationefforts• Exceptional communication skills – both written and verbal• Excellent active listening skills• Ability to clearly articulate messages to a variety of audiences• Ability to establish and maintain strong relationship• Ability to influence other and move toward a common vision or goal• Flexibility and adaptable; able to work in ambiguous situations• Forward-looking with a holistic/systems view approach• Organized with a natural inclination for planning strategy and tactics• Understand how to collect relevant data, to synthesize and summarize data, andto perform root cause analysis• Able to work effectively at all levels in an organization• Good understanding of large organization issues, structure, and businessacumen• Must be a team player and able to work collaboratively with and through others• Familiarity with project management approaches, tools and phases of softwaredevelopment lifecycles• Experience leading large-scale organizational change efforts• Experience with leading training development and execution of large-scaleprocess changes and software solution integrations with multiple business units• Change Management certification or designation desired; CCMP™/Proscicertification a plus• State government / Indiana government experience a plus
