Job Overview:
The Chief Building Engineer is responsible for the training and supervision of the janitorial, maintenance, and groundskeeping staff, ensuring a safe, clean, and efficient environment for residents and staff. This role includes overseeing the maintenance and repair operations of a 1,093-unit community, which consists of four (4) sixteen (16) and seventeen (17) story residential towers, a six (6) story administration/activity center building, two (2) parking garages, and extensive common areas. The Chief Building Engineer will develop and implement maintenance procedures, perform inspections, and ensure all building systems are operating smoothly, maintaining a high level of professionalism at all times.
Key Responsibilities:
- Facility Oversight: Direct and supervise the necessary repairs and maintenance of the facility to prevent deferred maintenance. Perform routine inspections of the property to identify and resolve issues.
- Staff Supervision: Train, mentor, and supervise janitorial, maintenance, and groundskeeping staff, ensuring they perform preventive maintenance and complete service requests timely.
- Mechanical Systems: Troubleshoot, repair, and maintain mechanical, electrical, HVAC, and plumbing systems, including generators, boilers, and fire pumps.
- Preventative Maintenance: Develop and maintain a preventive maintenance program, draft specifications for major repairs and replacements, and ensure accurate records of maintenance activities.
- Vendor Coordination: Schedule and oversee work performed by external contractors, ensuring compliance with quality standards.
- Safety & Compliance: Conduct monthly safety training, enforce safety rules (including the use of PPE), and ensure staff adherence to fire safety and evacuation procedures. Schedule and conduct annual fire drills and certifications.
- Fire & Emergency Systems: Maintain extensive knowledge of fire control panels, speaker systems, and emergency procedures. Schedule training for staff on the operation of fire/life systems.
- Documentation & Reporting: Maintain accurate inventory control, submit written incident reports, complete monthly reports for the administrator, and ensure timely documentation of maintenance activities.
- Regulatory Compliance: Ensure compliance with HUD, city, and state regulations, including health and safety standards.
- Resident Services: Ensure staff conduct annual unit inspections and address maintenance requests identified during inspections.
- Hiring & Performance Management: Participate in the hiring process, conduct training for new hires, provide performance evaluations, and manage disciplinary notices as needed.
- Emergency Response: Respond promptly to maintenance emergencies and notify the Administrator of any critical issues.
- Other Duties: Perform additional tasks as required to maintain the facility’s standards.
Job Requirements:
- Education: Bachelor’s Degree in Mechanical Engineering or a related field is preferred. Two years of experience may substitute for each year of college education, but at least two years of study at an accredited college or trade school is required.
- Experience: Minimum of eight (8) years’ experience in mechanical engineering, particularly in high-rise apartment facilities.
- Technical Knowledge: Extensive knowledge of HVAC systems, plant mechanical, electrical, and plumbing systems related to high-rise communities. Proficiency in operational troubleshooting of electrical low-voltage systems and HVAC.
- Skills: Strong leadership and communication skills, with the ability to train and mentor a team. Skilled in drafting specifications, managing preventive maintenance programs, and maintaining compliance with safety standards.
- Physical Requirements: Ability to perform physically demanding tasks, including climbing, lifting, and maneuvering in tight spaces.
Compensation:
Actual base salary is determined based on several factors, including but not limited to geography, job-related knowledge, experience, and budget considerations. The starting salary within the range is typically aligned with the minimum experience required for the role.
The role is considered exempt, so it is not eligible for overtime pay in accordance with federal and state law. The anticipated base pay range for the position in Los Angeles, CA, is $72,800 - $75,000 annually (equivalent to approximately $35 - $36.06 per hour).
