As the Chief Facilities Management and Security Services you will support the mission of the IRS by providing executive leadership in the design, development and delivery of comprehensive facilities and security management programs which include space planning and design, architecture and engineering, building management and maintenance, real estate forecasting and analysis, real estate asset management, environmental health and safety, mail management, and records management. The Chief Facilities Management and Security Services performs the following duties and responsibilities: Serves as principal advisor to the Chief Operating Officer (COO) and other top-ranking IRS and Treasury officials in all policy, technical, and operational matters related to real estate and facilities management, physical security, emergency management, critical infrastructure protection programs, and protection of national security classified information through information security principles. Develops financial plans for real estate, space management, facilities and emergency management, physical security, and critical infrastructure protection programs. Oversees space management and portfolio strategies for IRS to improve asset utilization, reduce space requirements and leverage resources. Manages a Servicewide physical security strategy to safeguard people, property and information, and provide critical emergency response activities supporting business continuity and resumption. Builds relationships with internal organizations and customers to ensure all facilities and security services are synchronized and delivered. Serves as principal advisor to operating division line managers on all facilities-related management and security programs, and ensures all facilities management and security requirements are fully met and integrated into the overall management of the organization's services. Represents the COO as a change agent for specific strategic initiatives. Formulates and develops strategic plans to pursue innovative workplace and security strategies that anticipate forthcoming challenges. Ensures timely execution of program activities, determines appropriate program emphasis to achieve program goals, manages resources, ensures proper application of IRS and governmentwide policies and regulations. Acquires and administers human capital, financial, information technology and physical resources to accomplish the organization's mission. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership and supervisory experience indicative of senior executive level management capability and directly related to the skills and abilities outlined under ECQs and Technical Qualifications (TQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent leadership level within state or local government, private sector or non-government organization. Executive Core Qualifications (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answer. The ECQ narrative must not exceed 10 pages. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Facilities Management and Security - Experience in leading a large, geographically dispersed organization that provides a variety of real estate and facilities management services, physical security programs, processes and technology, and responding adeptly to related industry practices and emerging trends. Program/Project Management - Demonstrated skill for maintaining strong communication and effective working relationships with diverse stakeholders, including customers, union stakeholders, top senior leaders, and external oversight bodies, and applying effectively applying program/project/change management principles, techniques and practices to achieve program or project goals and objectives within a large, geographically dispersed organization.
