OVERVIEW
The Chief Financial Officer is responsible for management and is responsible for directing the fiscal functions of the Corporation in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board and other regulatory and advisory organizations and in accordance with appropriate financial management techniques. Responsible for providing strategic leadership for CCS by working with the Executive Management Team to establish long-range goals, and strategies. May perform other duties as assigned.
This is a mission oriented position. The Chief Financial Officer is an individual who has a clear sense of personal direction and the mission of the Corporation. The individual will be able to draw together diverse programs into a cohesive whole by leading a strong management team composed of the individual program directors. The individual demonstrates the ability to draw together diverse roles and responsibilities into a cohesive whole by leading a core staff of accounting personnel. The individual is responsible for administrative and finance requirement as well as oversight of the relationship between government and the not-for-profit sector for the organization. The individual is responsible for both the detailed tasks associated with administration and finance and strategic planning and acting. The Chief Financial Officer is responsible to maintain positive relationships with colleagues on the Executive Management Team, staff within the department, members of the Corporate Board and the staff of funding and regulatory agencies.
ESSENTIAL FUNCTIONS
General Administration and Management Functions
- Personnel: Recruit, hire train and manage the Business Office staff.
- General Administration: Assist in the on-going development of administrative support for agency programs through creative problem solving, consultation, systems development training and technical assistance. All operational support services are directed at facilitating and achieving the program service goals and objectives of the agency.
- Consultation: Offer training and consultation to agencies and support service staff. Participates as requested on agency level advisory board and committees or on City, State and national associations requiring representation from the Chief Financial Officer of the Corporation.
- Human Resources: Responsible for implementing CCS Personnel Policies and Procedures including the Affirmative Action/ EEO plan for assuring diversity in the workforce.
- Related Functions: Assures compliance with Affirmative Action goals and objectives.
- Executive Functions: Act as an executive of the Corporation by participating with the CCS Board of Directors at monthly meetings of the Board and its committees. Participate on the CCS Executive Management Team in developing policies and procedures for the operation of CCS.
Financial Management and Accounting Functions
- Budget: Prepare and monitor annual budget for CCS, the programs and agencies. Assist in complex individual contracts and budget negotiations as needed.
- Fiscal Monitoring: Direct all financial accounting policies, procedures, and practices of the Corporation in collaboration with the Executive and Program Division Directors. This includes supervision of all corporate accounting functions and staff, preparation of regular reports, monthly and annual statements, oversight of contract management, accounts receivable and payable and preparation of required Federal, State, County, City or other financial reports. This includes oversight of accounting standards and practices for entire Corporation, oversight of contracts compliance standards.
- Internal and External Audit: Provide oversight for the annual corporate audit, agency and program level external audits and compliance with applicable Federal, State and local funding accounting and reporting requirements. Assure compliance with all accounting, tax policies and exemptions.
- Investments: Primary responsibilities for the oversight of Investment Management responsible for the assets of the Corporation and member agencies.
- Ongoing Reporting: Provide analysis of financial information and contract performance at the Agency and corporate level.
- Management Support: Prepare or provide oversight of reports necessary for compliance with rules and regulations, contracts, and management and program division operational needs.
Executive Functions
- Strategic Planning: Participate with the CCS Board and Executive Management Team in the development and implementation of strategic goals, objectives and tasks.
- Corporate Board: Service as primary staff support to the Finance Committee. This includes preparation of agenda items, orientation and recruitment of members, and tracking activities of these committees to the strategic plan. Participates as a member of the Executive and Facilities Committees. Attends monthly meetings, provides reports and assists in the follow up items as needed. Actively participates in all functions and activities of the Board.
- Executive Management: Participates in executive decisions within an Executive Management Team environment and actively participates and contributes in meetings and activities of the team.
- Continuous Quality Improvement: Responsible for creating an environment of continuous quality improvement within the business functions. Responsible for measuring and reporting on benchmarking and satisfaction measures associates with business functions.
MINIMUM REQUIREMENTS
Suitable work experience may be considered as transferable skills in order to meet minimum requirements of the position and will be considered by the Executive Director of Human Resources.
- Certified Public Accountant.
- At least five years of experience with progressive administrative and management responsibilities in a health, human service in nonprofit environment within a unit of comparable size and complexity.
- Five years experience with multi-user accounting software and experience with Crystal or similar reporting writing software.
- Excellent skills in spreadsheet and schedule development.
- Budget development and contract negotiations experience in an organization of comparable size and complexity.
- Supervision of professional accounting staff and demonstrate team leadership abilities.
- Maintain CPA credentials during full term of employment.
Knowledge, Skills and Abilities:
- Financial: Extensive knowledge of A110 and OMB-122, Medicare Cost Reporting and skill in financial management and accounting related to government contracts as applicable to non-profit organizations.
- Communication: Excellent and demonstrated skills in writing policies and procedure. Excellent ability to communicate verbally at various levels in the Corporation and to individuals with or without financial and accounting background.
- Personal Qualities: Ability to work as a member of a team, build and support consensus, and to use feedback and advice from colleagues. Ability to treat clients, colleagues, and employees with objectivity, fairness, and respect. Flexible, innovative, possess creative problem solving skills, and sound judgment, reliable and able to act independently in a value oriented professional style.
- Organizational Relationships: Understanding of appropriate relationships and communication within a Corporate Board structure of a Catholic sponsored organization.
REGULATORY
- Must be at least 18 years of age
- Valid driver license, proof of insurance, and 39-month motor vehicle report
- Ability to obtain and maintain Arizona Level One Fingerprint Clearance Card and FBI National Criminal Records History Report (employer paid)
- Pass pre-employment drug screen (incudes marijuana, regardless of recreational use laws) (employer paid)
