Title: Chief Nurse ConsultantLocation: 2 North Meridian Indianapolis 46204Interview:- WebcamThe purpose of a chief nurse consultant in a fetal infant mortality review is tocomprehensively gather pertinent information in order to accurately capture theevents of a pregnant person and infant’s life leading up to and including fetalor infant death. Autopsy, medical examiner, and other investigative reports arealso of critical importance to informing the review. This gathered data ispresented to the Fetal Infant Mortality Review (FIMR) team, which examines theservices provided to the women and their families, leading up to fetal and/orinfant death. High quality information is critical for accurately identifyingissues and recommendations for improvement. The Incumbent represents FetalInfant Mortality Review (FIMR) while out in the field and holds a great deal ofresponsibility to ensure the protection and confidentiality of the informationgathered. Therefore, it is of utmost importance for the incumbent to demonstrateprofessionalism and have a full understanding of the authority and/orlegislative parameters under which they operate.Essential Duties/Responsibilities:• Support the Indiana Fetal Infant Mortality Review (FIMR) mission to reducefetal and infant mortality and improve maternal health outcomes in Indianathrough collaboration and partnerships• Timely abstraction of all information from fetal death certificates, infantdeath certificates, medical and hospitalization records, autopsies and socialservice records on identified fetal and infant death cases (as directed).• Manage data collected for and used in the review of cases, both manually andelectronically using a database.• Regularly update database with abstracted case information, interviewsconducted (if applicable), priority needs identified and/or addressed, andaction items.• Acts as technical consultant to the Indiana FIMR clarifying and interpretingall procedures, providing references and resolving disputed issues related toabstracted cases.• Ensure appropriate security and confidentiality of data.• Creates professional, confidential narratives for abstracted fetal and infantdeaths.• Respectfully presents fetal and infant death narratives during Indiana FIMRtriage and case review team meetings, answering clarifying questions and voicingthe experience of the family for the purposes of review.• Works with FIMR coordinator to improve quality, accuracy, and timeliness ofcase narratives submitted to the review committee.• Supports the Fatality Review and Prevention Division’s fatality reviewprocesses including: MMR, Fetal-Infant Mortality Review, Child Fatality Reviewand Overdose Fatality Review.• Intentional collaboration with other review processes and health promotionprograms, as high-quality services and systems improvements are implemented forIndiana women and families.• Coordination of family interviews• Informing the work of other maternal and infant health programs, including,but not limited to, Levels of Care, Alliance for Innovation in Maternal Health,OB Navigation, home-visiting, and hospital certifications.• Incorporate an awareness of health disparities, social determinants of health,and institutional racism in all records abstraction and fetal and infant deathcase presentation.Job Requirements:• Nursing experience in obstetrics, antenatal, and postpartum care - minimum offive years.• Demonstrated understanding of normal/abnormal processes of pregnancy,delivery, and postpartum and the wide spectrum of factors that can influencematernal and infant outcomes.• Demonstrated strong professional communication skills (phone, email, fax,verbal)• Strong organizational, problem-solving, and time management skills;• Strong interpersonal skills;• Strong verbal and writing skills;• Ability to communicate effectively with persons of differing cultural, ethnic,and racial backgrounds as well as cross sector organizations;• Ability to work independently and as part of a team;• Ability to manage multiple ongoing projects;• High level of initiative;• Computer skills, including data entry experience and ability to navigate avariety of electronic medical record systems• Experience in medical record review (peer review, FIMR, etc.)• Flexibility and ability to accomplish tasks in short time frames.• Demonstrated appreciation of the community• Knowledge of HIPAA and confidentiality laws• Ability to serve as an objective, unbiased storyteller; not looking to assignblame• Demonstrated understanding of social determinants contributing to fetal,infant, and maternal mortality and morbidity• Possessor of own automobile with valid insurance (where on-site abstraction isrequired)Supervisory Responsibilities/Direct Reports:None.Difficulty of Work:Position involves driving to hospitals/medical facilities for case abstractionand travel to IDOH for case review team meetings.Responsibility:The Chief Nurse Consultant typically reviews and abstracts information fromdeath certificates, birth certificates, fetal death certificates, medical andhospitalization records, autopsies and social service records, in an effort tocollect relevant data into a case narrative. Contacting hospitals and arrangingaccess to medical records for assigned cases may be the responsibility of theChief Nurse Consultant and may be divided between incumbent(s) and the FIMRcoordinator. The incumbent typically receives assigned cases from the programcoordinator and then abstracts them within a specified time period. Theabstractor is responsible for reviewing records from each hospital, filling outappropriate abstraction forms, writing a case narrative, and providingadditional information on each case in FIMR database. While most records arefound at area hospitals, the abstractor may be required to gather informationfrom other types of facilities. The abstractor will typically attend reviewcommittee meetings.Personal Work Relationships:The Incumbent represents the Indiana FIMR Network while out in the field andholds a great deal of responsibility to ensure the protection andconfidentiality of the information gathered. Therefore, it is of utmostimportance for all medical record abstractors to demonstrate professionalism andhave a full understanding of the authority and/or legislative parameters underwhich they operate. Cultivating intentional and ongoing relationships with allagencies providing medical and social records for the FIMR program, as well asthose collaborating to improve pregnancy, infant, and maternal outcomes forIndiana families, will be critical.Physical Effort:Incumbent must have the ability to type on a computer, to communicate viatelephone, and to sit and/or stand at a workstation for a 7.5-hour workday. Mustbe able to drive to medical facilities when on-site abstraction is required.Working Conditions:Incumbent will be fully remote, but the position also requires in-state travelwith some overnight travel possible.
