Overview:
Hiring Range: $130,145.60 - $174,408.00
Starting salary may be adjusted depending on experience.
Qualifications:- Bachelor's Degree or higher in Business Administration, Public Administration, Engineering or related field
- Ten (10) years or more of experience in Engineering, Public Administration, Business Administration or related field
- Five (5) years or more of managerial experience
- Possession of a valid driver's license and ability to obtain/maintain a City of Hoover's Driver's Permit
- Directs and coordinates the City Operations Department, and assures that the departmental business of the Operations, Engineering, Building Inspections, Facility Maintenance, Planning and Zoning/GIS, Public Works, Information Technologies and Fleet departments are conducted effectively, efficiently, and in compliance with all laws and regulations and in sync with city vision and mission;
- Assists in the development, maintenance, repairs and utilization of all city property;
- Advises and makes recommendations to the City Administrator, City Council, and various boards of the city concerning matters pertinent to the city's planning, development, utilization of resources and property, zoning, planning and technology;
- Assists the City Administrator in providing advice and recommendations to the governing body on changes or additions to city code deemed necessary for efficient and legal operation on the city's business;
- Represents the city and provides a liaison relationship with civic and merchant associations on matters concerning the city;
- Assists in the performance of investigations and acts on complaints and grievances regarding city matters;
- Attends city council meetings, Mayor's staff meetings, and other various board and/or committee meetings in the City Administrator's absence;
- Analyzes emergency situations and develops appropriate plans of action; provides assistance in determining legal limitations, and advises in the prompt restoration of any interrupted city service or the removal of public safety hazards;
- Originates ideas for improvements in the city's procedures to enhance service and/or lower costs;
- Communicates with Economic Development Manager about potential developers and businesses wishing to relocate to the city, and/or expand or construct facilities;
- Provides expertise, as necessary, in the extension of the city's infrastructures associated with development;
- Provides needed information and demonstrations concerning how to perform certain work tasks to subordinates;
- Keeps the City Administrator and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Manages and maintains the continuity of operations plan for guidance during natural disasters, weather events, emergency operations events;
- Attends meetings, conferences, workshops, training sessions, and reviews publications & audiovisual materials in order to remain current on the principles, practices and new developments in assigned work areas;
- Responds to city or state officials, employees, and/or other citizen's questions and comments in a courteous and timely manner;
- Communicates and coordinates regularly with citizens, businesses and appropriate others to maximize the effectiveness and efficiency of city operations and activities;
- Performs other directly related duties consistent with the role and function of the classification; performs other duties as necessary.
