Chief Quality Officer Job Description

The Chief Quality Officer of Philadelphia FIGHT Community Health Centers reports to the Chief Medical Officer. The Chief Quality Officer is responsible for overseeing the Quality Improvement/Assurance department, including oversight of clinical data analytics and clinical applications. The Chief Quality Officer of Philadelphia FIGHT Community Health Centers, additionally, is responsible for clinical patient care, in the role of a Physician's Assistant or a Nurse Practitioner.

Qualifications: The Chief Quality Officer will have a Master's degree or higher in a field related to leadership or a specific clinical specialty. Should be able to show certification in their Provider discipline. No less than 3 years of experience in a leadership position in healthcare, preferably an FQHC. The ideal Chief Quality Officer will also possess interpersonal skills which allow effective interaction with clients and multiple providers while maintaining a spirit of hope and empathy. Proficiency in Microsoft Office Suite, Electronic Health Records (EHR), and familiarity with regulations governing healthcare and practice scope is strongly preferred. Other skills and experience include but are not limited to:

• Experience in dealing with a diverse and dynamic workforce
• Experience in partnering with Executive Leadership and Board of Directors resulting in the development and implementation of operational strategies.
• Experience working in Quality Assurance and Risk Management is required.
• Previous supervisory/managerial experience is preferred.
• Experience working with a non-profit community health center is preferred.
• Experience working with clinical informatics databases containing Protected Health Information.

Responsibilities include:

Clinical Responsibilities

It will be the responsibility of the Chief Quality Officer of Philadelphia FIGHT Community Health Centers to perform the following duties, for all eligible patients under the supervision of the Chief Medical Officer or designee. This should be done in accordance with Philadelphia FIGHT's mission to provide state of the art, culturally competent primary care, consumer education, advocacy, social services, and access to the most advanced clinical research:

• Provide comprehensive primary care, including medical histories, performing physical examinations, diagnosing medical conditions, implementing treatment plans and preventative care plans including immunizations, and prescribing appropriate medications. The CQO will also order and interpret laboratory results with support from their collaborating physician as needed.
• Be proficient in Primary Care, HIV, HCV, medication assisted treatment and basic gynecological care.
• Screen for sexually transmitted diseases, vaginal infections and cervical diseases.
• Participate in the conduct of clinical trials in accordance with all standards.
• Closely interact with Behavioral Health Supervisor, Client Services Supervisor, Senior Director of Administrative Operations, and Chief Medical Officer and all other Medical Directors by meeting on a regular basis for purposes of addressing management issues and quality assurance.
• Communicate effectively and respectfully with people from different racial, ethnic, and cultural backgrounds and lifestyles, demonstrating a knowledge of and sensitivity to their needs.

Administrative Duties

• The Chief Quality Officer is responsible for planning, administration, and monitoring of consistent readiness of all quality management, regulatory requirements and quality improvement processes.
• Working knowledge of a comprehensive health quality program (e.g. patient safety, peer review, and infection control)
• Ensure accomplishment of organization's mission through creating infrastructure that enhances clinical and quality outcomes
• Ensures continuous improvement by evaluating and making recommendations considering market demands, regulatory standards and clinical practice
• Ensures that staff understand their roles in accomplishing objectives and established performance expectations
• Work closely with CMO, Medical Directors, Practice Coordinators, and key stakeholders to ensure all clinical and quality metrics are accomplished
• Serve as Program administrator for FQHC/HRSA, FTCA, DHH/HRSA (Ryan White), HHS funding grants
• Ensure that Quality Improvement Compliance standards are met for all major grants and funders (FQHC/HRSA, FTCA, DHH/HRSA (Ryan White), HHS, etc.)
• Work closely with Grants Manager and assist in grant writing for new funding sources and competitive and non-competitive grant renewals for continued funding
• In coordination with CMO and Medical Directors, develop, implement and enforce clinical policies in accordance with funding requirements
• Present Quarterly updates to the Board of Directors which include key Data Reports, progress reporting on Quality Improvement Projects, annual updates on UDS and Pt Satisfaction Survey, and other key Quality Improvement/Assurance activities.
• Develop, update, and maintain Quality Improvement/Assurance and Clinical Application Policies and Procedures and present to the Board of Directors for review and approval as needed.
• Chair the Quality Management program of Philadelphia FIGHT and attend at least 1 Quality Improvement conference per year.

Through oversight and management of Quality Improvement/Assurance Staff:

• Administer and analyze annual Patient Satisfaction Survey
• Coordinate quarterly Continuing Quality Management Committee and monthly Sub-committees
• Coordinate and Manage Quality Improvement Projects
• In coordination with CMO and Medical Directors design and administer biannual peer-to-peer chart reviews
• Coordinate with Risk Management to design and implement Quality Improvement Projects in response to risk events
• Other tasks as assigned

Through oversight and management of Clinical Informatics Staff:

• Ensure timely submission of monthly and quarterly data progress reports required by funders
• Ensure timely submission, accuracy, and completeness of critical annual summary data reports (e.g. UDS reporting for FQHC/HRSA and RSR reporting for DHH/HRSA(Ryan White)
• Provide data reports upon request from the Administration and Grants Manager needed for grant renewal applications or new funding opportunities
• Work with Clinical Leadership and Practice Management to great custom reports needed for ongoing maintenance of quality care and operations.
• Respond to Ad hoc internal data requests from Clinical Leadership
• Oversee Clinical Applications to ensure quality and data accuracy and cohesive workflows (i.e. EHR, Azara, i2i, RedCap, Epividian, etc.)
• Monitor clinical compliance of medical providers MD, NP, PA and RNs and share findings with Chief Medical Officer (CMO), Senior Director of Administrative Operations, and Departmental Medical Directors through regularly generated reporting. (Examples include note closure, proper billing, performance measure feedback)

Supervisory Responsibilities

The Chief Quality Officer is responsible for overseeing the Quality Improvement/Assurance Department providing direct or indirect supervision to the Quality Improvement/Assurance staff comprised of 2-3 staff members and Clinical Informatics staff comprised of 2-4 staff members, of which the Chief Quality Officer will directly Supervise 2-4 Department staff Manager, Director, or Supervisor level department staff. Supervisory responsibilities are subject to change based on organizational needs and department growth.

Other: Initial probationary period is three months. Performance of other tasks may be assigned on an as-needed basis.

Salary range: Compensation competitive, benefits included; Exempt

Work environment: Generally, works in a clinical office environment but may occasionally be required to perform job duties outside of the typical clinical setting. Availability for occasional work outside of regular office hours. Ability to work from home with WiFi/Computer access as needed.

Travel requirements: Local travel required between Philadelphia FIGHT Health Centers. Occasional national/international travel TBD.

Work hours: 40 Hours/Week (M-F 9:00am - 5:00pm)

Required Screenings: Must complete Philadelphia FIGHT Credentialing and Privileging to provide direct services with Federally Qualified Health Centers.
