About the Position:
GPTech is seeking a Civil Engineering Program Manager to support GPTech’s Sustainable Infrastructure Practice Area. The focus of the Sustainable Infrastructure Practice Area is achievement of the sustainable development goals of clean energy; clean water; industry, innovation, and infrastructure; sustainable cities; and climate action. The Program Manager primarily will support existing Architecture and Engineering infrastructure design and construction oversight contracts with the United States Agency for International Development (USAID) by serving as the home office Program Manager providing technical reach back support to engineering field teams around the world.
This position is based in GPTech’s Arlington, Virginia, headquarters office. We work under a hybrid model and require this position to be in the office a minimum two days per week. Also anticipated international travel to client and project sites.

GPTech is seeking a Civil Engineering Program Manager to support GPTech’s Sustainable Infrastructure Practice Area. Responsibilities:
- In conjunction with GPTech home office senior management staff, take accountability for relevant sustainable infrastructure practice area project processes, including construction quality assurance, control, and compliance.
- Work closely with and provide home office support to project managers and chiefs of party to ensure quality and timely submission of contract deliverables.
- Guide project managers, chiefs of party, design leads, and design teams through the infrastructure project delivery process, taking responsibility for planning and executing all stages of the project lifecycle.
- Assist with new business proposal work by preparing technical proposals, developing relationships with potential partners, and identifying new opportunities.
- Prepare pipeline and cost-to-complete reports for both GPTech and clients, as necessary.
- Be thoroughly familiar with relevant U.S. and host country regulations and laws, as well as GPTech policies and procedures, and ensure project compliance with such.
- Travel regularly to provide technical assistance to projects and provide management and training support to project field staff, including for project startup and closeout.
- Coordinate with the GPTech Talent Acquisition Team to recruit project staff, as required.
- Review and approve subcontractor invoices.
- Monitor consultant and subcontractor performance.
- Ensure that all project technical deliverables are formatted with the proper branding requirements established by the contract and sent to the clientor the prime contractor, as appropriate, and properly archived in the home office filing system both in hardcopy and electronically.
- Prepare GPTech communications materials for business development (e.g., project descriptions/past performance reports).
Qualifications:
- Bachelor’s degree in civil engineering from an ABET-accredited college or university or similar degree in a related field (engineering, architecture, construction management)
- Advanced technical degree in civil, energy, electrical (or related) engineering or advanced degree in humanitarian engineering, international development, or public policy preferred
- Licensed Professional Engineer
- Additional licenses or certifications including ENV SP and/or PMP preferred
- A minimum of 10 years’ relevant experience in civil infrastructure sectors, of which at least 5 years were managing international development projects, and 2 years’ experience working in quality assurance and quality control
- Experience working with multilateral or bilateral donors, such as USAID, Millennium Challenge Corporation, U.S. Trade and Development Agency, World Bank, and/or Asian Development Bank
- Familiarity with USAID regulations and policies (including program acquisition and federal acquisition regulations)
- Ability to meet deadlines and work under pressure on multiple concurrent projects
- Functional competence in French, Spanish, Arabic, or other language relevant to international development work strongly preferred
- Ability to travel abroad for short-term assignments
- Eligible to work in the United States and obtain a security clearance
