This position would be fully on site in Virginia Beach
Preferred salary range: $70K - $100K (level of experience would determine offer).
We want someone that will grow with the division; however, we will consider more experienced candidates that garner higher pay.
Responsibilities
The Civil Utility Project Manager’s responsibility includes managing civil utility construction (water, sewage, and drainage) projects located throughout the Hampton Roads area. Responsibilities include customer interface and Customer interface and ensuring customer satisfaction; developing means and methods; analyzing and competitively purchasing subcontractor services and material purchases; reviewing proposed designs for constructability, value-engineering, contract negotiations; creating, updating and enforcing project schedules; problem solving; coordinating project meetings as needed; keeping project records and documents; managing project cost; managing change orders, managing submittals and other necessary project documents and physically inspecting projects to monitor progress and compliance with project standards.
ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:
Responsible for full project ownership including, but not limited to:
- Coordinate all activities with the Foreman and project team.
- Serve as liaison between the division lead and project foreman.
- Own all project finances.
- Organize, understand, and maintain up-to-date contract documents.
- Prepare the project construction schedule in conjunction with the Foreman and required subcontractor input.
- Coordinate the intent and implementation of the final project budget.
- Oversight of and adherence to established project schedule and project budget, including the development of recovery schedules and/or budget reconciliation as necessary.
- Issue all subcontract scopes.
- Prepare a master submittal schedule and submittal log.
- Responsible for preparation and review of all required submittals.
- Schedule and conduct regular owner and subcontractor coordination and preconstruction meetings.
- Receive, review, document, and administrate the resolution to all project specific issues.
- Assist the Foreman in implementation and coordination of on-site quality control and safety procedures.
- Receive, review, and process all subcontractor Requests for Information (RFI) and Requests for Proposal (RFP) forms.
- Prepare, distribute, and acquire approval of all Owner Change Order Requests.
- Prepare and distribute all subcontractor Change Orders and associated budget revisions.
- Prepare and distribute the monthly Owner Applications for payment.
- Oversight of all projects administrative logs and close-out activities.
- Review of daily field reports for projects, with follow-up action if warranted.
- Drive the importance of a safety-first mindset to everyone touching on the project.
- Comfortable managing multiple projects at varying stages within a lifecycle.
- Assist the Division Lead in cost estimation, subcontractor scope development and client negotiations, as needed.
- Manage a small team of employees, providing oversight, direction, and mentoring in accordance to company policies and procedures.
- Foster and cultivate a team culture that aligns with company mission and values.
REQUIREMENTS, QUALIFICATIONS & EXPERIENCE
- B.S. in Civil Engineering, Construction Management, or related field position OR equivalent combination of education and experience.
- 5 years of industry experience, preferably in civil utility construction (water, sewage, and drainage).
- Extensive experience and knowledge of Construction estimating, means and methods, accounting, document administration, and a thorough understanding of industry practices.
- Experience with construction industry scheduling software.
- Previous experience managing employees preferred.
- Some periodic travel may be required.
- Certifications in LEED, CPESC, and CPSWQ is a plus, but not required.

Pay Range: 70k-100k / Yearly (level of experience would determine offer).
The specific compensation for this position will be determined by several factors, including the scope, complexity, and location of the role as well as the cost of labor in the market; the skills, education, training, credentials and experience of the candidate; and other conditions of employment.
