Job Description: SCOPE OF THE PROJECT:
The Replacement Medicaid Management Information System (MMIS) project is one of the largest IT projects for the State of South Carolina. It is a multiyear effort to replace the State's aging MMIS and related applications with more modern capabilities along with corresponding business operations services.
Role Summary/Purpose
The Software Architect – Consultant will support the Medicaid Cloud Based Services (MCBS) division of the agency by designing and architecting technical solutions for the various workloads that the agency hosts in Amazon Web Services (AWS). Solutions will leverage a combination of AWS Services, approved software solutions in the agency IT Portfolio, and custom development from the MCBS development teams.
This position requires deep knowledge and experience with cloud technologies and architectural tools. Creation of the associated artifacts and the communications skills to clearly articulate the goal of the development and the tradeoffs for solution selection are critically important.

The architect will design solutions that appropriately balance:
- Rapid development or procurement of the technology
- Ease of maintenance and administration
- Cost
- Design and develop platform and software solutions using the SCDHHS Technology Product Portfolio (TTP), including:
- Native AWS Services
- Approved commercial software, including shepherding new software through the internal governance process
- Container based orchestration when necessary
- Participate in the assessment of current and emerging technology with a focus on technology capabilities and impact.
- Collaborate with Product Owners and other architects within the MCBS Architecture team to ensure that all team members are providing quality solutions
- Experience in designing and developing scalable service-oriented architecture solutions
- Deep programming experience in modern programming languages, preferably including Python and Java
- Cloud architectural experience, preferably in AWS
- Agile methodology
- Teamwork and collaboration in a professional setting
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
- Experience with cloud-based systems and technologies
- Data ETL services like AWS Glue
- Experience with NoSQL document based datastores like MongoDB
- Experience with relational database systems like Oracle DB
- Strong communication (written and oral) and interpersonal skills
- Ability to work independently
- Strong analytical and problem-solving capability
- Prior experience working in areas of emerging technology and driving new points of view and capabilities
- Experience with defining and creating highly functional designs and development strategies in a cloud driven environment
- Demonstrated teamwork and collaboration in a professional setting
- Selfstarter, with a keen interest in technology and highly motivated towards success
- Initiative and desire to learn business and technology subjects
- Bachelor's degree in Computer Science or equivalent experience
- Master's degree in Computer Science is not a substitute for undergraduate work.
