Pay Range (Dependent on experience):
$6,784-8,594/month

Description:
The Clinic Manager assures that staff meet all requirements for clinical and program standards as prescribed by the Agency, State, or other governing body. The Clinic Manager is responsible for the operations and efficient management of the Integrated Care Team. They will conduct annual performance evaluations, resolve conflict as appropriate and provide positive leadership to the Integrated Team and are a part of the Leadership Team of the Agency. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. Ensures delivery of quality treatment services; supports implementation of electronic health records systems; and oversees the quality/improvement functions within the team. Ensures that the program staff and Medical Providers are meeting minimum client service productivity requirements as maybe set by the agency to meet requirements of outside funding and/or reimbursement sources. Therefore, will also be in a position to make recommendations to the Executive Team to develop program, policy, and procedures to satisfy the needs of clients, community partners and relevant stakeholders. This position ensures service delivery and team functions are being carried out in an effective, professional and trauma- informed manner that are in keeping with the mission and vision of MCCFL.
Mid-Columbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both trauma-informed and recovery-oriented to persons / consumers with mental illness and addictions. Trauma-informed care includes safety, choice, collaboration, trustworthiness and empowerment for both clients and staff. MCCFL serves Hood River, Wasco, and Sherman Counties and utilizes a consumer-involved, consumer-engaged, and consumer-driven model. MCCFL provides a whole-person care approach to adults and children to address both physical and mental health needs. MCCFL offers a variety of programs including a mobile crisis unit, intensive case management, ongoing counseling, community support, supported employment, jail diversion, hospital discharges, hearings, and more.
Qualifications:
What skills and education do you need:
- Bachelor of Science degree in Healthcare Administration, Business, or relevant field OR
- Four (04) years of experience in healthcare administration, hospital administration, clinic management, health services management or a related field.
- One (01) year of experience as a Practice Administrator/Clinic Manager or similar role in healthcare.
- Knowledge of healthcare regulations and medical office procedures.
- Experience with financial planning and business development preferred.
- Strong understanding of healthcare operations and patient care.
- Bilingual fluency in Spanish/English is preferred.
- Must possess a valid Oregon or Washington Driver’s license and be insurable for travel between business offices, meetings and/or trainings.
- Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 – 407-007-0370.
- The following list represents the essential responsibilities (functions) of the position. It does not, however, represent all of the duties the position may be asked to perform):
- Supervise Care Coordinators and administratively supervise assigned Medical Providers and Registered Nurses; identify training gaps and ensure training is provided; provide professional assistance, staff development, corrective action, job performance management, and monitor caseloads; conduct interviews and hiring for team; coach Providers as needed and administratively supervise Providers in collaboration with the Medical Director who oversees Clinical Practice.
- Oversee the operations of the team itself and the integration of services within a Behavioral Agency; troubleshoot logistical issues impacting Access to Client Care.
- Establish professional, collaborative working relationships with MCCFL staff, Providers and Practitioners working with the Medical Team.
- Work with the Medical Director and Program Supervisor to develop systems for tracking client information, services provided, needs identified, and outcomes achieved to accomplish all documentation and reporting requirements.
- Work closely with Deputy Director & Behavioral Health Teams for the roll out of new programmatic grants, projects, and directives associated with existing programs as they interface with Providers.
- Monitor, track, and guide medical Providers’ (Physicians, Nurse Practitioners, Psychiatrists) schedules, completion of documentation and coding procedures for accuracy and productivity; share monthly statistics with Executive Team and Medical Director.
- Facilitate individual Supervision for each staff member in assigned programs; facilitate team meetings and involve Clinicians (Behavioral Health or Medical) with expertise in trainings as appropriate and encourage ongoing training of staff; collaborates with other MCCFL programs in order to incorporate relevant intra-agency information into Supervision and Team Meetings.
- Participate in relevant Management Meetings as part of the Leadership Team of the Agency to include Systems meetings, Clinical Planning, Leadership, All Staff and other committee meetings as assigned or as it relates to program services.
- Manage patient flow and coordinate with medical staff to ensure excellent patient care, services, safety, and cleanliness of working environment.
- Develop and implement policies and procedures to improve operational efficiency; ensure compliance with healthcare laws, regulations, and standards.
- Manage the team’s budget and ensure cost-effective operations; maintain records of services provided while maximizing billing and ensuring accuracy; provide reports on the team’s operational and financial performance.
- Handle patient complaints and resolve issues that arise in collaboration with Human Resources and Quality Improvement.
- Coordinate with vendors and suppliers for needed services or supplies.
- Adhere to mandatory abuse reporting laws and HIPAA requirements; understand and abide by federal regulation of Alcohol and Drug Information, 42CFR Part 2, and HIPAA regulations for client confidentiality.
- Travel between MCCFL locations and attend required meetings and/or trainings.
