JOB SUMMARY:

To promote the mission of PATH to help individuals achieve a more independent and fulfilling life by being an effective supervisor and member. Responsible for providing clinical and administrative supervision of staff including caseload assignments, documentation review and ensuring staff are providing quality services, utilization of PATH approved Evidence Based Practices per regulations, standards and policies and procedures. Assist in the development and implementation of Quality Improvement (QI) activities including reviewing daily case conference records for all admissions into the outpatient programs at PATH. Ensure all clinically necessary information is recorded within the intake assessment and that all individuals are referred to the most appropriate program to meet their needs. Coordinate linkages to other agencies and programs as needed.

QUALIFICATIONS:

Masters or Doctoral degree in Behavioral Health Discipline. At least five years of experience, including supervisory, in the provision of behavioral health services to children, youths, adults and families.PA Licensure in a behavioral health discipline (LCSW, LPC, LMFT, Lic Psychologist). CBT, TF-CBT, and/or DBT certified preferred.

SPECIFIC DUTIES:

1. Effectively operate, in collaboration with Director, the Children and Youth & Adult Outpatient Programs and Urgent Care Center
2. Maintain and enforce compliance with DPW’s 55 PA Code Chapter 5200; Psychiatric Outpatient Clinics; Department of Health, Bureau of Drug and Alcohol Programs Chapters 701, 704, 705, 709,711 and Philadelphia DBH requirements, CBH Network Inclusion And Credentialing (NIAC) standards, Managed Care/Medicare/Medicaid/Other Insurance standards.
3. Provide and document all individual and group clinical supervision to assigned clinicians in accordance with regulatory and funding standards.
4. Oversee, in collaboration with the Director, admissions, assignment and discharge of individuals receiving Outpatient services
5. Ensure individuals seen through intake department are referred to appropriate services
6. Utilize the ASAM criteria assessment tool with individuals who are in need of substance abuse services
7. Monitor service provision to ensure that each individual receives quality, effective and appropriate clinical services
8. Conduct daily case reviews by:
9. Review all intake assessments to ensure all documentation requirements are met.
   1. Ensure all required evaluations are routed to the appropriate doctor for review
   2. Evaluate clinical information to guarantee agency and managed care standards are upheld
   3. Contact clinician if information is missing/standards are not met
   4. Document your review in the individual’s medical record.
   5. Track outstanding issues and ensure they are corrected and completed within the necessary time frame
10. Coordinate crisis and case management services with other staff in COC/Outpatient Department
11. Notify supervisory staff of emergencies and urgent issues in a timely manner
12. Communicate with your supervisor about individuals needing higher level review
13. Provide linkages to other agencies and services as needed
14. Ensure individuals gain access to needed psychiatric, medical, social, financial and other appropriate services
15. Ensure consultation with the psychiatrist and other members
16. Monitor outpatient and urgent care service areas to ensure health and safety of individuals
17. Oversee productivity to ensure program standards are met for Mental Health and Substance Abuse Outpatient Programs and Value Based Payment metrics for the Children’s Urgent Care Center.
18. Ensure all documentation and credentialing requirements are met prior to approving payment for per diem therapists
19. Assist in development of SOP’s and maintain an approved, up to date SOP Manual for each Outpatient Program and Urgent Care Center.
20. Participate in the development of proposals as requested
21. Participate in the provision of Behavioral Health division supervisory coverage as assigned
22. Collaborate with financial liability staff and accounts receivable department regarding insurance and billing issues
23. Carefully review, follow-up, add appropriate clarification and process all incident reports generated by the Outpatient Programs and Urgent Care Center in a timely fashion
24. Review CY-47 Child Abuse reports for completeness and ensure timely filing.
25. Carefully review, follow-up, add appropriate clarification and process all BH Review Committee Minutes generated by the Outpatient Programs and Urgent Care Center in a timely fashion
26. Develop collaborative relationships with a variety of community based, faith based, vocational and educational organizations
27. Function as a member of the agency’s internal crisis team and after successful completion of mandatory training to restrain, or place in restraints, those individuals who are unable to control themselves and present danger to themselves or others
28. Annually review, in collaboration with Outpatient Director, PATH’s website and other marketing materials related to the Outpatient Programs and Urgent Care Center and submit recommended changes to your supervisor for approval by BH Director
29. Serve as an effective member of Management Council
