Clinical Practice Coordinator - Credentialing - MedStar Mobile Healthcare

GENERAL SUMMARY

Responsible for developing and advancing the quality of clinical practice through the management, provision and coordination of EMS certification programs and card course activities, credentialing, training and continuing education activities of the Office of the Medical Director’s (“OMD”) Clinical Credentialing and Education Program with a focus on the EMS organization and First Responder Organization (“FRO”).

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.

1. Assist, coordinate and review the Clinical Credentialing and Education Program related to the EMS Agency or First Responders to include policies, competencies and procedures for credentialing, education and training to ensure program effectiveness and, alignment with OMD purpose and operational efficiency.
2. Manage the credentialing field training process and coordination of officers in the provision of initial credentialing and maintenance of credentialing.
3. Conduct or assist with credentialing and pre-credentialing interviews to assess individual’s readiness for independent practice.
4. Collect, maintain, and track records of credentialed providers within the system for compliance with all credentialing requirements.
5. Act as an educational resource for system personnel and training officers.
6. Collaborate with co-workers, peers, and others to develop innovative educational programs designed to meet the needs of the EMS community and EMS providers.
7. Assists with writing and validation of clinical knowledge assessment exams, skill evaluations, and simulation scenarios.
8. Assist with the New Employee orientation Program with instructing and evaluating of new hires and transitional employees in all phases of the credentialing process.
9. Assist with other OMD responsibilities and projects as assigned by the Medical Director or designee.
10. Performs other related duties as required.
11. Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations.

When assigned to Credentialing

1. Oversee evaluation and progression of all new hires and transitional employees in field training phase of the credentialing process.
2. Collaborate with Operations in oversight of the field training aspects of credentialing.
3. Assist with quality assurance and improvement initiatives as the liaison with the system training officers.
4. Assist or coordinate certification courses required of OMD for credentialing.
5. Collaborate with EMS Operations for FTO selection, training and performance evaluations.
6. Manage, as assigned, initial EMS certification programs offered by OMD.
7. Supervise and coordinate processes for all employees assigned to remediation during the FTO process.

When assigned to Education

1. Manage Continuing Education (CE) activity development, implementation and evaluation for the Metropolitan Area EMS Authority and in accordance with the regulatory body.
2. Coordinate TX DSHS Comprehensive Clinical Management Program.
3. Assist with card course program in accordance with the regulatory body.
4. Assist with Certificate Programs instruction and skills evaluation.
5. Evaluate learner performance, provides feedback, and develops learner remediation plans.

When assigned to Training:

1. Assist with managing the development, instruction, and evaluation for the clinical NEOP curriculum.
2. Oversee evaluation and progression of all new hires and transitional employees in the initial clinical NEOP phase of the credentialing process.
3. Collaborate and support EMS operational personnel assigned to assist in the initial clinical education and training activities.
4. Assists with instruction of Train the Trainer for newly hired Field Training Officers.
5. Assist with evaluating all new hires and transitional employees in all phases of the credentialing process.
6. Assist with initial EMS certification programs.
7. Coordinates and instructs Community Education Emergency Care (Stop the Bleed, Hands only CPR).

When assigned to Training – FRO

1. Maintain OMD’s relationship with First Responder Organizations.
2. Manage initial and maintenance credentialing of FRO providers.
3. Conduct or assist with credentialing and pre-credentialing interviews to assess individual’s readiness for independent practice.
4. Collaborate with FROs for Clinical Improvement Plan (“CIP”) implementation and evaluation with credentialed providers.
5. Assist with the management and direct the production of multimedia presentations used in education and training.
6. Coordinate with healthcare partners in community outreach education and EMS education initiatives.
7. Evaluate learner performance, provide feedback and develop learner remediation plans.

• EMS systems’ organizational structure, workflow and operational procedures.
• Quality improvement methodologies, particularly the “Model for Improvement” and the Plan-Do-Study-Act (“PDSA”) methodology.
• Adult learning theory and methodologies.
• Online Learning Management Systems.
• Competency based educational principles and methods.
• Continuing education program requirements licensed with TX DSHS.
• Demonstrated teaching and educational facilitation skills.
• Maintaining appropriate documentation in accordance with the regulatory body.
• Adherence to established standards for educational quality.
• High level of integrity and objectivity in performance review of clinical care and the ability to provide constructive feedback.

Monitoring and analyzing credentialing process data to identify performance gaps and areas for improvement.

• Prioritize tasks in self-directed role to align responsibilities as assigned by the Medical Director or designee.
• Complete other projects and/or responsibilities as assigned by the Medical Director or designee.
• Ensure confidentiality of medical and all other discretionary information.
• Familiarity with basic computer applications, including Microsoft Excel, Word and Powerpoint.
• Familiarity with online Learning Management Systems
• Operate office equipment including computers and supporting word processing and spreadsheet applications.
• Establish and maintain effective working relationships with those contacted in the course of work.

MINIMUM JOB REQUIREMENTS

Bachelor’s degree in emergency medical services management, healthcare administration, education or related field and three (3) years’ experience as a paramedic in the MAESMA system, or at least five (5) years’ experience as a paramedic in a busy 911 system.

OTHER REQUIREMENTS

TX DSHS Paramedic certification or National Registry Paramedic certification with the ability to obtain TX DSHS certification.

Advanced credentialing requirement.

Previous experience as a clinical education, coordinator, or Field Training Officer.

No exclusion by the OIG to participate in Federally Funded Health Care Programs.

High Level of integrity and objectivity in performance review of clinical care and the ability to provide constructive feedback. Possession of, or ability to obtain, an appropriate, valid Texas driver's license.

When assigned to Credentialing:

Completion of IHI Basic Certification in Quality and Safety within one (1) year of employment.

TX DSHS EMS Instructor certification, within one (1) year of date of hire.

NAEMSE Instructor Level 1 certification, within one (1) year of date of hire.

Relevant instructor card certifications (CPR, ALS, PALS, Trauma, Medical, etc.)

When assigned to Education:

One year of instructional experience in EMS career field.

TX DSHS EMS Instructor Certification.

NAEMSE Instruction Level 1 Certification.

When assigned to Training:

Completion of IHI Basic Certificate in Quality and Safety within one (1) year from date of hire.

TX DSHS EMS Instructor certification within one (1) year from date of hire.

NAEMSE Instructor Level 1 certification within one (1) year from date of hire.

Relevant instructor card certifications (CPR, ALS, PALS, Trauma, Medical, etc.) within six (6) months from date of hire.

When assigned to Training (FRO):

One (1) year of instructional experience in the EMS Career Field.

Experience with audio/video presentation production.

TX DSHS EMS Instructor certification.

NAEMSE Instructor Level 1 certification.
