Clinical Program Supervisor - Community Counseling Center of Mercer County

JOB PURPOSE: Responsible for providing clinical leadership to assist outpatient therapists to deliver high quality service to clients.

• ESSENTIAL JOB FUNCTIONS:

• PROVIDES CLINICAL SUPERVISION TO Clinicians: Provides clinical supervision to OPMH and D&A clinicians as required by agency policy and state licensure requirements. Coordinates supervision with other clinical supervisors and program directors.
• PROVIDES LEADERSHIP AND DIRECTION TO Satellite Offices: Oversee service development at the Greenville and Grove City offices by maintaining a presence in both locations, promoting services in those locations, administratively supervising providers in those offices, and clinically supporting operations in those offices.
• RESPONSIBLE FOR OVERSIGHT OF PROGRAMMING: Provides administrative oversight to clinical programs and contracts with community agencies.
• RESPONSIBLE FOR PROGRAM ADMINISTRATIVE DETAILS: Reviews/approves visits and clinical documentation in electronic health record. Collaborates with Clinical Director and Director of Drug & Alcohol Services to ensure compliance. Ensures billing is accurate/correct as needed. Reviews and signs off on Mental Health Assessments and Treatment Plans.
• CONTRIBUTES TO TEAM EFFORT: Interacts with other management/non-management employees to promote smooth workflow, identify/resolve problems, advance the agency's image and accomplish results that support the mission of the Community Counseling Center. Communicates with other agency staff and service providers.
• PROVIDES DIRECT SERVICE: Provides 20 hours per week of direct, billable counseling services or as needed and assigned. Provides back-up coverage for OPMH, Drug and Alcohol, and Open Access as necessary.

2.0 SUPERVISORY RESPONSIBILITIES:

Provide clinical support in coordination with primary clinical supervisors. Carries out supervisory responsibilities in accordance with the organization's policies, ethical standards, and applicable laws. Responsibilities include training employees and assisting with planning, assigning, and directing work; appraising performance; rewarding employees and addressing problematic behaviors; addressing complaints and resolving problems.

4.0 QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. 4.1 Skills and Abilities: Knowledgeable about outpatient mental health and drug and alcohol treatment regulations, policies and procedures, and confidentiality laws. Understand the mental health and D&A system and other agencies and community resources. Proficient with commonly used computer software.

4.2 Education and/or Experience: A Master's Degree or above from an accredited college with a major in Counseling, Social Work, Marriage and Family Therapy, or another major that is recognized as eligible for clinical licensure in Pennsylvania; a clinical license in Pennsylvania (LPC, LCSW) and 5 years of experience in a human service agency, preferably in a community counseling setting, which includes services for children, supervision of others, direct service, and program planning.

4.3 Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, employees, and the general public.

4.4 Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

4.5 Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

4.6 Computer Skills: To perform this job successfully, an individual should have knowledge of Database software; Internet software; Spreadsheet software and Word Processing software; Electronic Health Record.

4.7Personal Qualities: Maintains and upholds Community Counseling Center's policies, respects confidentiality, and exhibits a professional demeanor at all times while at work.

5.0 CERTIFICATES, LICENSES, REGISTRATIONS:

Act 33 and 34 Clearances required. Must have a current driver's license and vehicle insurance. Must have professional license (LPC, LCSW) and a minimum of 5 years of counseling experience post-licensure. Must have completed/be willing to complete annual DDAP required training hours.

6.0 PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand and walk. The employee may be required to go up and down stairs when entering client homes. The employee must frequently lift and/or move up to 10 pounds. Specific vision abilities required by this job include ability to adjust focus.
