About the Job
Workforce Education and Training (WET) centrally coordinates training, volunteer programs, and clinical and substance abuse internships for RUHS-BH. Annually, WET hosts and trains approximately 30-50 trainings on various professional topics. This position will work with students placed into Department clinics and substance abuse programs that will need WET to provide the University's required field instruction. The incumbent of this position would train staff and supervise interns. The incumbent would support ongoing scheduled training and provide support for interns placed in the substance abuse programs. In addition, will coordinate and have oversight of programs that have WET oversight.
Furthermore, the Clinical Therapist II in this position will have the experience/knowledge to comfortably and skillfully instruct staff and students who serve consumers across the lifespan (children, adults, and older adults). Have knowledge of supervision theory and skills and experience supervising pre-licensed staff in the behavioral health field, as well as the ability to interpret state and professional laws, codes, and regulations relating to professions governed by the Board of Behavioral Sciences. Additionally, the incumbent will travel throughout western Riverside County presenting to large groups as a facilitator or as a speaker and working with department programs. The RUHS-BH - Workforce Education and Training (WET) desires candidates who have experience providing feedback, recommendations, and developing programs.
The Clinical Therapist II is the journey and licensed level of the Clinical Therapist series. Positions in this class include the Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or Licensed Professional Clinical Counselor (LPCC). The Clinical Therapist II class has responsibility for performing, within the scope of licensure, a full range of psychotherapy and counseling for individual consumers, couples, families, and groups exhibiting a variety of mental health and related disorders in a clinic or institutional setting. Assignments range from average difficulty to very complex and may include serving in a lead capacity over other mental health treatment staff.
The Clinical Therapist II is distinguished from the Senior Clinical Therapist in that the latter is the lead level classification, responsible for the most complex assignments or providing extensive clinical supervision over unlicensed clinicians.

EXAMPLES OF ESSENTIAL DUTIES
• Establish and maintain effective contact with local area mental health resources, including community members, parents, schools, residential facilities, and other agencies/organizations.
• Participate in mental health conferences and local area committees.
• Develop and implement learning agreements
• Provide guidance to volunteers and staff.
• Act as a casework consultant to other clinical therapists and other departmental staff.
• Licensed level, within the scope of licensure, may provide clinical supervision to unlicensed clinicians.
• Assist in conducting the annual centralized intern training; and, Primary duties related to developing programming
• Collaborate with developing learning plans for students/interns who struggle to meet field requirements
• Coordinate clinical decisions in response to operational demands.
• Conduct clinical discussions regarding complex or difficult cases.
• Coordinate the flow of information and clinical data to ensure continuity in treatment or shift.
• Provide direct, hands-on support to other Department field instructors. Incumbent will also be assigned related administrative duties which include:
• Serve as liaison with other sections, units, services, and agencies.
MINIMUM QUALIFICATIONS
OPTION I
License: Possession of a license to practice as a Clinical Social Worker, Professional Clinical Counselor, or Marriage and Family Therapist issued by the California State Board of Behavioral Sciences.
OPTION II
Candidates recruited from out-of-state must possess an out-of-state license to practice as a Clinical Social Worker, Professional Clinical Counselor, or Marriage and Family Therapist. Individuals hired under this option shall obtain their license to practice as issued by the California Board of Behavioral Sciences at the date of hire.
BOTH OPTIONS
Candidates qualifying with the Licensed Professional Clinical Counselor option must have completed additional education and training as defined below:
1. Six semester units or nine quarter units specifically focused on the theory and application of marriage and family therapy; or a named specialization or emphasis area on the qualifying degree in marriage and family therapy; marital and family therapy; marriage, family, and child counseling; or couple and family therapy;
2. No less than 500 hours of documented supervised experience working directly with couples, families, or children; and
3. A minimum of six hours of continuing education specific to marriage and family therapy, completed in each license renewal cycle.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
